International Trade Compliance Analyst - CA (Experienced)

The International Export & Trade Compliance department is seeking an experienced professional to contribute to the implementation and advancement of Sandias Export Control Program\. Our International Trade Compliance Analysts help ensure that Sandia complies with U\.S\. laws and international trade regulations to mitigate the risk of national security violations\. We are looking for a driven individual that will be a contributing member of a team that makes decisions on high\-risk issues involving the export and import of commodities, technologies, and information\. This high performing team also provides direction to management and staff for the protection of export\-controlled research and technologies across all of Sandia\.



Required:



+ Bachelors degree in a relevant discipline plus five years of relevant experience or equivalent combination of relevant experience and/or education\.

+ Experience and ability to understand and interpret regulations\.

+ Experience and ability to understand diverse technical fields and analyze technologies in the context of changing laws and regulations\.



Desired:



+ Two or more years of experience with International Traffic in Arms Regulations \(ITAR\), Export Administration Regulation, Customs and Department of Treasury regulations\.

+ Experience providing regulatory interpretation and guidance in the following areas: export control classification, export licensing, compliance training, export documentation, tariff classification\.

+ Experience with compliance, risk, or assurance activities\.

+ Formal training or certification in risk management methodologies\.

+ Knowledge of and ability to understand diverse technical fields and analyze technologies\.

+ Ability to thoroughly analyze complex information and technical specifications\.

+ Strong analytical and critical thinking skills with demonstrated ability to apply these skills to resolve complex issues\.

+ Ability to organize, establish priorities, lead, and execute assignments to completion on multiple tasks, under strict deadlines and changing priorities\.

+ Ability to integrate with leadership and interact effectively with all levels of internal and external personnel to build effective working relationships\.

+ Excellent interpersonal and communication skills, both written and verbal\.

+ Ability to work effectively within a team environment\.



Department Description:



The International Export & Trade Compliance Department manages and implements Sandia's Export Control Program and provides direction for the management of Export Controlled Information\. Our mission is to ensure that all Sandia activities comply with relevant export and import control regulations imposed by the U\.S\. Government\. The organization evaluates and provides analysis of Sandia programs and activities for the purpose of interpreting export control jurisdictions, applicable laws and regulations, and the associated licensing and interfacing requirements of government agencies such as the Departments of Commerce and State, Nuclear Regulatory Commission, DOE and others\. Reviews include evaluation of underlying technologies or item classification, its jurisdiction, end use \(application\) and end users \(recipients\) of the export, and result in issuance of export control determinations\. The group also conducts reviews of facilities, Cooperative Research and Development Agreements, Strategic Partnership Projects, Intellectual Property, specifications, technology assessments for foreign visits and assignments, foreign travel, and other areas\.

Security Clearance:



Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.



Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\. Applicants for employment must be able to obtain and maintain a DOE Q\-level security clearance, which requires U\.S\. citizenship\.
