We have an opening for an Accountant 4 to work in a dynamic and fast-paced environment. You will be responsible for leading the Revenue Accounting and Treasury department in managing LLNLs banking agreements, cash flow, billing, accounts receivable and miscellaneous revenue operations. You will provide direction, training, and coaching to other accounting personnel and will serve as the primary point of contact on financial data calls with Laboratory management and DOE/NNSA. This position is in the Finance/General Accounting & Compliance Division of the Office of the Chief Financial Officer (OCFO) Organization.
Essential Duties
  • Oversee weekly, monthly and FYE closing processes, independently respond to time urgent requests with minimal guidance and meeting critical deadlines.
  • Oversee and approve highly complex financial information for DOE and LLNS.
  • Oversee Oracle Project Billing, Accounts Receivable configurations, subledger accounting and related system interfaces, including the review of balance sheet account analyses and reconciliations.
  • Compile and present financial information during audits and/or provide audit representation.
  • Provide leadership, direction, and training to six accountants in the Finance Department in executing the treasury and billing functions while ensuring services are appropriately aligned to meet customer needs and comply with the provisions of Contract 44, Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), applicable regulations, policies and procedures and achievement of Contract performance objectives.
  • Provide advanced professional financial advice to LLNL program personnel, DOE/NNSA and/or other external organizations and agencies on financial matters, including systems development projects and business process improvements.
  • Coordinate and resolve highly complex issues with customers and as a subject-matter expert, mentor accountants on LLNL financial processes, policies and procedures, and financial systems.
  • Manage external banking relationships while ensuring adequate controls and processes are adhered to for all banking transactions across the organization.
  • Perform other duties as assigned.
  • Bachelors degree in Business Administration, Accounting, Finance, or related field, or the equivalent combination of related work experience.
  • Extensive experience with accounting theory, policies and procedures, financial systems analysis, and financial systems and controls, along with knowledge of Generally Accepted Accounting Principles (GAAP) and Treasury and banking operations.
  • Expert level experience with Oracle Financial applications or other Enterprise Resource Planning (ERP) financial applications including functional experience with system implementation.
  • Extensive experience applying expert analytical skills to independently research, interpret, analyze, compile and present highly complex financial data and information.
  • Expert communication skills, both written and verbal to effectively prepare and deliver financial documentation and reports as well as advanced organizational skills to independently establish priorities and to execute complex business and financial assignments meeting critical time-urgent deadlines.   • Advanced decision making, problem-solving and analytical skills to solve highly complex issues requiring mature judgment, discretion and tact and an ability to negotiate desirable outcomes and affect policy changes.
  • Excellent interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders and the ability to establish effective working relationships with all levels of personnel, both internal and external to the Laboratory.
  • Advanced use of computers and a thorough working knowledge of associated software applications (e.g., Microsoft Word, Excel, PowerPoint and Visio).
Desired Qualifications
  • Knowledge of LLNL, Department of Energy (DOE), National Nuclear Security Administration (NNSA), and Lawrence Livermore National Security (LLNS) financial policies and procedures.
  • Experience with Oracle e-business suite.
  • Knowledge and understanding of government contracts, federal budget process and financial systems analysis concepts, and Contract 44 requirements.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
