East Bay Municipal Utility District (EBMUD) invites qualified persons to apply for an immediate opening as an Associate Engineer (Mechanical/Civil/Electrical/Control System) in the Commissioning Services Group of the Engineering and Construction Department. Under supervision, the Associate Engineer will perform complex mechanical engineering and process system testing, startup and commissioning work related to the construction of municipal water treatment and distribution facilities, may direct work of other engineers and technicians, and perform project management tasks.


The ideal candidate will have experience the following areas:

  • Managing the commissioning aspect of small to large construction projects to meet goals and to deliver quality

  • Coordinating and reviewing the work of other engineers, support staff, and consultants on projects

  • Water, wastewater, or industrial mechanical or control system testing, startup, and commissioning according to required standards and codes

  • Water/Wastewater treatment plant, or pumping plant design or construction

  • Preparing and reviewing of engineering specifications and drawings, including facility site plans, piping and instrumentation diagrams (P&IDs) and mechanical drawings

  • Developing and coordinating testing and startup plans

  • Reviewing mechanical equipment submittals and submittals related to equipment and process testing

  • Witnessing of equipment testing at factory and at construction sites

  • Conducting inspection, witnessing testing, and troubleshooting of rotating machinery, HVAC, Instrumentation, PLCs (programmable logic controllers) and valves

  • Preparing complete reports that include text, charts, diagrams, sketches, conclusions, and recommendations on commissioning assignments

  • Working with field staff, representatives of other engineering firms, contractors, manufacturers, and vendors regarding the coordination of construction or commissioning work

  • The ability to establish and maintain effective working relationships with others, conduct meetings and make presentations

The salary range is $10,150 per month increasing to $10,657, $11,190, $11,750 and $12,338 after 6, 18, 30, and 42 months, respectively.

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

  1. A bachelor's degree in an ABET-accredited civil, electrical or mechanical engineering (or closely related) engineering curriculum OR a California EIT Certificate;

  2. Four years of professional civil, electrical, control system or mechanical experience (subsequent to obtaining the degree); AND

  3. California registration as a Professional Engineer (Civil, Electrical or Mechanical).
