Associate Program Leader (APL): Z Program

We are looking for an Associate Program Leader (APL) for SEQUOIA, in the Information Operations and Analytics (IOA) Program within Global Security's Z Program. SEQUOIA is a long-term research program that is being conducted in collaboration with a US Government Sponsor. (Deconfliction note: The SEQUOIA program within Z Program is not affiliated with the High-Performance Computer of the same project name.)

As a member of the IOA Program management team, you will have responsibility for technical leadership, funding oversight, staffing, and execution responsibility for a broad set of research and development and analysis activities focused on the development of advanced analysis tools and methods for cyber security. You will work with sponsors to identify and advance a research agenda that addresses critical national security priorities and will coordinate related Laboratory Directed Research and Development (LDRD) efforts and new LDRD proposals to fill research gaps. You will be expected to develop productive working relationships with collaborating programs at other DOE Labs and sponsor research organizations.

Due to the sensitive nature of the missions this program will support, the APL will be expected to secure and hold a DOE Q clearance and SCI accesses. Additionally, because access to sensitive sponsor networks is anticipated, the sponsor will require that the candidate already possess or be willing to take a full-scope polygraph to be granted access to sponsor networks.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Serve as a member of the IOA leadership team, influencing the development and implementation of institutional objectives and goals.
  • Provide strategic direction and identify and pursue program development opportunities for SEQUOIA, including development of research proposals in collaboration with potential sponsors and customers.
  • Provide technical leadership and project management oversight for the program's portfolio of research and development projects, including project execution plans, resource allocations, timelines, deliverables, and cost; ensure projects are conducted to the highest standards of technical quality and fiscal management and meet all Laboratory safety and security requirements.
  • Provide oversight of project activities and operations to achieve established goals, objectives, and compliance directives; recommend and implement changes to processes and make final decisions on administrative, technical and/or operational matters.
  • Participate in planning and direct activities for staffing of program projects; manage program budget, allocate resources, determine qualification standards, and attract, retain, recruit, and select staff with technical expertise.
  • Build, maintain, and enhance strong relationships with sponsors, customers, and stakeholders to ensure execution of projects and satisfaction of commitments; develop and strengthen relationships internal to the Laboratory with key external stakeholders; serve as the point of contact for relevant technical and policy areas.
  • Develop innovative concepts and provide technical vision for both analytic and scientific research and development activities; influence strategic decisions by senior management and external customers.
  • Ensure appropriate quality standards of highly complex projects for the program's research and development activities including reviewing, coordinating, and approving deliverables, publications, and presentations.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.5 Level

  • Develop innovative concepts and provide expert leadership, technical vision, and strategic planning for both analytic and scientific research and development environments.
  • Present project accomplishments and meet customer expectations, as well as identify new opportunities, goals, and application areas by leading the development of proposals interacting with senior program management.
  • Develop and implement new innovative capabilities within the program and apply them against an expanding portfolio. Influence strategic decisions made by senior management and external customers at the national level.

  • Bachelor's Degree in computer science, engineering, physics or related discipline, or the equivalent combination of education and extensive related experience.
  • Subject matter expert knowledge and significant experience in one or more of the following areas: cybersecurity, data analytics, high performance computing, applied machine learning, design and development of high-performance software systems.
  • Substantial experience managing, leading, and supervising multidisciplinary projects and teams for external programmatic sponsors to meet deliverables.
  • Expert knowledge of Intelligence Community (IC) requirements, standards, and practices, including Sensitive Compartmented Information (SCI) security marking, intelligence oversight and compliance, and related security practices.
  • Significant experience working in a classified environment with highly complex, multi-agency security requirements and with both classified and unclassified subject matter and understanding of national security mission requirements and related issues.
  • Significant experience with programs and projects for national security mission applications and understanding of national security mission requirements and related issues.
  • Expert verbal and written communication skills necessary to effectively present, explain, and advise senior management and external sponsors and customers, including preparing and presenting proposals and analytic reports.
  • Ability and willingness to travel in support of the program.

Additional qualifications, at the SEL.5 Level

  • Master's Degree or PhD in physical science, engineering, computer science, political science or related discipline, or the equivalent combination of education and significant related experience and demonstrated ability to lead the application and development of principles, theories, and concepts in a creative and innovative fashion.
  • Extensive leadership experience planning and directing technical staff to achieve organization objectives and goals in the national security arena.
  • Extensive experience in personnel management, including recruiting, hiring, mentoring, career development, corrective action, performance appraisal, ranking, and salary management.
  • Experience with programs and projects for National Security mission applications; understanding of National Security mission requirements and related issues.
  • Significant experience in managing and leading large projects that incorporate software development and hardware integration.
