Biological Science and Security Program Leader: Z Program

We have an opening for a Program Leader to lead Biological Science and Security (BSS) within Global Security/Z Program. Keeping the world safe from ever-changing biological national security threats through revolutionary advances in detection, characterization and mitigation is the focus of Biological Science and Security. You will provide technical and administrative leadership for the scientific staff while closely collaborating with Z Program, Global Security and Laboratory leadership to coordinate staffing and recruiting, research directions, and resources to carry out fundamental and applied research in areas related to national security.

In this role you will

  • Serve as a senior member of the Z Program leadership team; provide technical leadership and direction to the BSS, ensuring projects are conducted to the highest standards of technical quality and fiscal management, and meet all Laboratory safety and security requirements.
  • Identify and pursue program development opportunities, develop an internal investment strategy and work with other Z and Global Security Program Leaders, as well as Leaders in the discipline directorates, to identify and pursue collaborative projects.
  • Develop and maintain meaningful and persistent programmatic engagement with relevant communities of interest.
  • Promote and maintain strong sponsor and stakeholder relationships with emphasis on execution, quality, and meeting commitments.
  • Develop lasting partnerships with sponsors from other government and national security agencies to understand and seek solutions to national requirements.
  • Create technical collaborations with DOE laboratories, universities, DOD service laboratories, industry, and Federally Funded Research and Development Centers (FFRDCs) to anticipate and meet US government needs.
  • Provide leadership to enhance a workforce pipeline to ensure an enduring and viable workforce in this area by leading, managing, mentoring, and coaching a diverse staff of scientific, engineering, and technical support personnel to include performance management and staffing requirements.
  • Perform other duties as assigned.

  • Master's Degree in biology, physics, chemistry, engineering, computer science or closely related field, or the equivalent combination of education and related experience.
  • Extensive experience formulating, developing, and executing projects that support national security.
  • Extensive problem solving, analytical, technical, and organizational skills.
  • Demonstrated ability to build, motivate and lead complex teams to work toward organizational goals.
  • Experience directly managing multi-million-dollar budgets and effectively balancing complex technical and budgetary priorities.
  • Extensive experience developing strategic approaches to science and technology program development and execution.
  • Extensive knowledge of and experience with managerial practices related to performance reviews, salary management, recognition, and disciplinary actions.
  • Demonstrated communication skills, both written and verbal, to effectively explain, present, negotiate, advise, and influence all levels of management.
  • Expert collaboration skills to sustain productive relationships with other LLNL programs and directorates, laboratories, the IC, and other government agencies.
  • Experience establishing and sustaining relationships with national security agencies.
  • Ability and willingness to travel extensively in support of the program.

Qualifications We Desire

  • PhD in biology, physics, chemistry, engineering, computer science or related discipline, or the equivalent combination of education and significant related experience.
  • Extensive knowledge of Federal-level counter-WMD efforts and programs, as well as, stakeholders across the Intelligence Community, Department of Defense, Department of Homeland Security, Department of Energy.
  • Demonstrated ability to lead the application and development of principles, theories, and concepts in a creative and innovative fashion.
