We have an opening for a Business Operations Lead. You will work closely with the senior leadership team and across functions to lead governance and compliance management, organizational performance reporting and measurement, business case analysis, and operational improvements that will improve human resources business practices. This position is in the Strategic Human Resources Management (SHRM) Directorate.

This position will be filled at either the E01.4 or E01.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties

-Lead cross-functional teams to develop, communicate, and implement solutions that standardize and improve Directorate operations.
-Communicate vision for change to senior management through the preparation and presentation of business process strategies and build adoption for proposals using a collaborative approach.
-Lead cross-functional teams to design and develop presentations on behalf of the Associate Director (Chief HR Officer [CHRO]), ensuring product quality and messaging is appropriate for a variety of internal and external executive audiences.
-Measure continuous improvement efforts to quantify impact related to change in process or technology.
-Manage compliance activities on behalf of the Directorate related to audit and prime contract requirements.
-Research, build, and refine HR metrics to enhance business intelligence and organizational performance reporting, including performing quantitative and qualitative analysis to develop data-based stories that influence strategic HR decisions.
-Design, author, and present a variety of organizational performance and assurance reports including a balanced scorecard, input to the performance evaluation management plan, monthly dashboards, annual strategic plan and performance self-assessment.
-Lead content development and facilitation for monthly HR Operations meetings with senior leadership to drive review and information exchange on business operations topics such as budget performance, project execution, technology maturation, functional governance, infrastructure, continuous improvement, and general administration for the Directorate.
-Perform business case analysis in support of HR policy which will include analyzing data trends, performing benchmarking research, and synthesizing findings in an executive summary format to inform decisions.
-Perform other duties as assigned

Additionally, at the E01.5 level:
-Design and implement process improvements for HR functions that improve workflow and reduce duplication, which may require significant integration and influence with other institutional functions.
-Serve as a Project Leader on significant and highly visible initiatives delegated by the Associate Director (CHRO).
-Contribute to the development and implementation of institutional HR policies, procedures, and processes.
-Serve as a delegate for the Associate Director (CHRO) to give presentations about the HR function or organizational performance, which may include senior executive management or NNSA Livermore field office representatives.
-May have supervisory responsibility.

Qualifications
-Bachelors degree in Business, Human Resources, or similar field, or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
-Extensive experience developing, implementing and managing operational policy and process.
-Experience developing and presenting materials that inform executive decisions.
-Experience leading and managing projects dependent on cross-functional collaboration.
-Proven ability to independently identify, analyze, and develop solutions for complex problems.
-Advanced organizational skills and experience managing deadlines for multiple complex work activities with the ability to work effectively without appreciable direction.
-Experience designing, formatting, and reporting organizational performance metrics utilizing advanced data analysis using Microsoft Excel to scope relevant information, identify trends and anomalies, and synthesize findings in a concise and compelling visual format.
-Ability to independently author products using clear and concise language, correct grammar, a common voice, and appropriate messaging for audience.
-Broad or specialized experience working in or in support of Human Resource functions.
-Excellent verbal and written communication skills and ability to explain, direct, present, advise, negotiate, and influence management, internal, and external stakeholders.

In addition, at the E01.5 level
-Broad and extensive specialized and operational knowledge and experience applying industry practices and standards.
-Experience making decisions having organizational and institutional impact. Highly skilled in negotiating desirable outcomes.
-Expert communication skills, both verbal and written, to prepare and deliver complex briefings and provide expert advice to senior executive management.
-Experience supervising or leading staff on institutional and diverse projects and programs.

Desired Qualifications
-Graduate level education in Business, Human Resources, or similar field.
-Experience in roles assigned to consult leadership teams such as HRBP, Administrator, Deputy or similar.
-Experience managing or supporting quality assurance deliverables.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
