We have an opening for Chief Information Officer (CIO). In this position, you will work collaboratively to ensure future and current information technology (IT) resources and capabilities are envisioned, developed, deployed, and supported to meet the Laboratory's diverse mission needs. These resource and capability needs will be fulfilled through your leadership over the Office of the CIO (OCIO) and Livermore Information Technology (LivIT) with budgets totaling approximately $155M and staffing of approximately 410 FTEs that are largely matrixed from the Computing Directorate. You will work closely with the Senior Management Team and LivIT leadership to meet mission needs by maintaining an overarching IT strategy that guides which projects are proposed, funded, and executed, and which services are selected in various technology areas including cyber security, enterprise applications, employee collaboration and productivity tools, network infrastructure, cloud infrastructure, classified and unclassified server management, and customer support including a service desk.

LLNL through LivIT is a leader within the National Nuclear Security Administration (NNSA) at utilizing cloud-based services and cloud infrastructure to enable and expand capabilities to the operational and mission areas of the Laboratory. Significant efforts in which the CIO will be engaged include modernizing the Laboratory's Enterprise Resource Planning (ERP) infrastructure including finance, human resource, and supply chain components; continuing the build out and ongoing support of an NNSA enterprise classified computing and collaboration capability; ensuring the availability and resiliency of networks and associated services to support enhanced hybrid work environments and cloud services; improving intra-Laboratory and multi-laboratory collaboration capabilities; among others.

The CIO serves as a member of the Laboratory's senior management team and reports administratively to the Deputy Director.

In this role you will

  • Engage with LLNL Senior Management Team, program and operations leaders, and National Nuclear Security Administration (NNSA) officials to understand the need for new IT capabilities and how they may be funded, deployed, and supported.
  • Maintain and coordinate an executive level stakeholder IT governance committee to help prioritize IT investments.
  • Maintain and continue to refine an IT strategy and enterprise architecture to steer LivIT efforts at meeting mission needs through the application of modern technologies, project execution, and development techniques.
  • Work closely with leadership to provide effective management controls and ensure continuing maturation and improvement in execution of the OCIO organization.
  • Understand needed workforce skills, knowledge, and abilities, and transformational drivers, and actively engage with Computing and other discipline directorates to help ensure workforce needs are met through effecting hiring and retention.
  • Provide effective project and services oversight and controls through established LivIT Project Management and Service Management Offices (PMO and SMO).
  • Work closely with NNSA leadership to define, develop, and deliver Nuclear Security Enterprise (NSE) capabilities in the classified environment.
  • Advocate for and manage budgets to ensure adequate, focused, and balanced execution of responsibilities, particularly for critical Laboratory infrastructure.
  • Serve as the Cyber Risk Executive and work closely with the Chief Information Security Officer (CISO) and the Computer Security Program (CSP) to ensure the overall cyber health and security of the Laboratories systems and networks, and assist the CISO in meeting the Cyber Program Execution Guidance (Cyber PEG) issued by the NNSA.
  • Establish relationships and participate in the broader Department of Energy (DOE) and NNSA CIO communities through the National Laboratory CIO (NLCIO) and NSE CIO councils, and other national laboratory, education, and industry forums.
  • Participate and influence the shaping of the IT Program Execution Guidance (IT PEG) issued by the NNSA, and successfully meeting its various implementation factors.
  • Ensure timely and complete responses to DOE and NNSA data calls, requests for information, and other correspondence as required.
  • Assume responsibilities and provide actions as required and expected of a senior executive.
  • Perform other duties as assigned

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret clearance.
  • MS in computer science, information systems, or related technical field, or the equivalent combination of education and related experience.
  • Extensive experience in leading a large organization in the development, delivery, and ongoing operation of complex IT applications and services, including development and effective implementation of budgets and service delivery metrics, and successfully directing multiple programs or functional areas, ensuring operations are effective and lead to attainment of identified objectives and goals.
  • Extensive experience developing a strategy to deploy new technologies in an enterprise computing infrastructure and networking environment
  • Ability to effectively lead, motivate, delegate, and build complex interdisciplinary teams to work toward programmatic and institutional goals.
  • Extensive experience in successfully interacting with internal and external executives and senior management.
  • Expert communication, facilitation, collaboration, negotiating and problem-solving skills necessary to successfully direct an organization, and lead in the conceptualization, development, and deployment of innovative applications and services.

Qualifications We Desire:

  • Significant knowledge of DOE/NNSA requirements pertaining to cyber security and national IT standards.
