Job Description

There are two (2) positions available through this recruitment process.
 
PURPOSE:
Perform senior level inspection work on construction projects to ensure compliance with codes, regulations, plans and specifications. These projects range from complex, large‐scale projects to numerous smaller projects which are constructed simultaneously. May provide lead work direction, oversee the work of one or more Inspectors and perform inspections on more varied, complex and difficult projects. Will evaluate, assess and resolve field level issues and coordinate construction activities with project stakeholders.
 
ESSENTIAL FUNCTIONS:
This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed.  Essential duties and responsibilities may include, but are not limited to, the following:

  • Monitor and inspect the work of contractors to ensure proper construction methods are utilized; maintain compliance with plans, specifications, schedules; and federal, state, and Port regulations. 
  • Prepare and maintain project documentation and controls including inspection logs, daily reports, force accounts, materials testing, and other construction records for complex and difficult construction projects.  Update design plans/drawings based on changes that occur during actual construction; document reasons for change; and ensure drawings are an accurate representation of work actually performed.
  • Conduct a variety of meetings including planning, preconstruction, coordination, progress, scheduling, safety, and field staff meetings.
  • Resolve disputes and difficult problems and respond to complaints from the public that require resolution at the Seniro Inspector level.
  • Communicate professionally and effectively with consultant inspectors, consulting engineers, contractors, property owners, businesses, other Port departments, and the general public regarding assigned projects.
  • Coordinate and communicate complicated construction activities between contractors, tenants, Port of Seattle personnel and the general public.
  • With the direction from the Resident Engineer, coordinate complex shutdown requests from contractors with customers, tenants and Port departments. 
  • Participate in the development of Construction Management policies and procedures.
  • May provide training guidance and coaching to fellow team members.
  • Perform appropriate constructability reviews that help identify and anticipate potential problems and opportunities.
  • Manage stakeholder requirements for construction projects.
  • Monitor Tenant Improvement contractors as directed.
  • Prepare, conduct and document weekly meetings, pre‐installation meetings or other meetings with project stakeholders.

KNOWLEDGE, SKILLS & ABILITIES:
Demonstrated knowledge of applicable building codes and specifications.  Knowledge of federal state, and local regulatory agencies and related regulations, guidelines and procedures as they relate to the inspection of major construction projects and anticipate global/big picture impacts. Thorough knowledge of acceptable construction methods and techniques. Advanced knowledge of multiple construction disciplines or specialist in a specific discipline. Proficiency with computer office applications such as Microsoft Office.  Well‐developed communication skills both written and verbal.
 
Ability to review and provide constructability comments for designs, plans, and specifications. Ability to establish and maintain effective working relations with stakeholders. Ability to train staff in work procedures and techniques and effectively influence people without direct authority. Proven ability to recognize potential problems and resolve them in a timely manner or escalate to supervisor/manager for resolution. Demonstrated ability to interpret complex contract documents and enforce contract provisions as necessary. Proven ability to coordinate and communicate construction activities between contractors, tenants, Port departments and the general public. Proven ability to exercise sound independent judgment within general policy guidelines.

Requirements

QUALIFICATIONS:

  • High School Diploma or equivalent; and
  • Ten (10) years combined experience in construction, general or special inspection work, or a related field.

OR

  • Two (2) years of college level or vocational course work in pre-engineering, construction management or a related field; and
  • Eight (8) years combined experience in construction, general or special inspection work, or a related field.

PREFERRED QUALIFICATIONS:

  • Two (2) year degree in pre-engineering, construction management, or related field;
  • Demonstrated industry expertise (e.g. Inspector Certificates, Journeyman license, etc.); and/or
  • Certification from an accredited construction management, engineering or related field (e.g. CMAA) course.
