We have an opening for a Construction Manager - Technical Asset Specialist with a strong emphasis on technical asset documentation. You will provide highly advanced technical and administrative oversight for execution of the Institutional Services Construction Contract (ICSS) and subcontract construction affecting Laboratory structure, systems and components related to the construction/facility infrastructure environment. You will have technical responsibility for managing subcontracted construction projects and planning, coordinating, and communicating subcontractor construction activities with the representatives across the laboratory. This position is in the Project Management Office.

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

In this role, you will

  • Provide highly advanced technical and administrative direction and oversight in support of LLNL construction projects.
  • Make decisions using a high degree of independent discretion and judgment to create and implement construction solutions relating to drawings, specifications, and other construction data furnished to subcontractor in accordance with subcontract and LLNL requirements, which have a high consequence of error.
  • Review site specific safety plan (SSSP) and job hazards analysis (JHA). Expedite and coordinate the review and approval process of project specific safety documents with LLNL ES&H stakeholders. Provide safety oversight with training in Hearing Conservation, LOTO, Fall Protection, Scaffold Work Practices, Confined Space Entry, OSHA 30 Hour, and Electrical safety.
  • Responsible for directing, specifying, or defining complex technical data; analyze complex data and prepare and implement technical changes in applicable drawings, specifications, and other construction data through change order process.
  • Perform thorough design reviews and manage technical asset identification at various stages of project maturity.
  • Represent LLNS in the areas designated within the subcontract including implementing decisions related to construction matters, and processing subcontractor-generated documents including but not limited to schedules, Requests for Information (RFI), technical submittals, and as-built drawings; and direct the procurement and delivery of government furnished equipment and/or material.
  • Monitor subcontractor's schedule and proactively manage time-critical issues to ensure project milestones are met and coordinate/schedule “hold-point” and/or special “safety hold-point” inspections.
  • Review the subcontractor furnished “testing and commissioning” plan in accordance with subcontract requirement. Coordinate the commissioning process with LLNL stakeholders, oversee the testing/commissioning activities and assemble project close-out documentation.
  • Perform other duties as assigned.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's Degree in Engineering, Construction Management or equivalent combination of education and related experience.
  • Certified construction manager under CMAA or advanced knowledge and understanding of the construction manager role.
  • Extensive experience managing multiple construction projects and construction budgets, and experience producing and implementing solutions to complex engineering-related problems.
  • Highly advanced knowledge of construction methods, materials, codes, ability to read and understand blueprint drawings including a thorough understanding of technical asset management/documentation.
  • Extensive experience interpreting and applying applicable local, state, and federal safety standards, codes, laws and regulations, environment, safety, and health policies and procedures, and OSHA regulations to each construction project.
  • Extensive experience with asset management, LLNL asset naming conventions, site utilities identification, Master Equipment List and warranty documentation.
  • Demonstrated effective verbal and written communication skills necessary to effectively explain, present and advise all project personnel and customers.

Qualifications We Desire

  • Experience in construction of major laboratory facilities and buildings.
  • Familiarity with LLNL's Integrated Safety Management System.
  • Extensive technical asset management/documentation experience at LLNL.
