Data Analyst - Jacobs

The Data Reporting Analyst will support the branch of Strategic Human Capital Planning (SHCP) within the National Science Foundation’s (NSF) Division of Human Resources Management (HRM). The analyst will help SHCP refine its data infrastructure, management, and quality assurance processes. The analyst will help establish SHCP data management best practices in change control, knowledge management, and access control. The analyst will also track and maintain a backlog of data quality issues that need to be addressed and corrected by the development team. The analyst will create presentations explaining best practice options with tradeoffs to help inform client decisions. The analyst will participate in meetings with branch personnel and management to discuss these options.

In addition to data infrastructure tasks, the analyst will help SHCP mature its data analysis capability. The analyst will be responsible for initial analysis of data readiness, drafting example report output and visualizations, and prototyping advanced analytic calculations and tools. The analyst will lead meetings with branch personnel and management to discuss implementation choices and will lead demonstrations with internal NSF customers to gather feedback on prototypes. The analyst will be responsible for the maintenance of, necessary revisions, and eventually the transitioning to implementation of prototype enterprise planning tools. As practical, the analyst will work with SHCP staff to ensure knowledge management during development of enterprise human capital analysis and visualization solutions.

  • You must be able to obtain and maintain a Public Trust security clearance.
  • 1+ years of experience required
  • Experience with data management and processing
  • Experience in rapid prototyping of analytics and data visualizations, ideally relating to Federal Human Capital data with business intelligence tools such as Oracle Business Intelligence and/or Tableau
  • Experience building dashboards in a variety of visualizations platforms to include Oracle Business Intelligence and/or Tableau
  • Experience building complex SQL DML (Data Manipulation Language) commands such as joins, unions, and views
  • Experience performing complex data transformations using R or Python (i.e. FTE Management Dashboard, FTE/IPA Planning Tool)
  • Experience using VBA/macros to partially automate Excel data management
  • BA or BS required


Desired Qualifications (desired But Not Required)

  • Engineering, Computer Science degree, or relevant experience such as programming/technical expertise
  • Good consulting skills, including presentation development and meeting facilitation
  • Ability to exhibit flexibility, initiative, and innovation to succeed in ambiguous, fast-paced situations

Most work will be done at a desk or computer.

Work Environment

General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.

Equipment & Machines

General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.


Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.

Must take and pass a drug test and background check as well as a motor vehicle records check. Must be a US citizen.
