The position is an upper level technical position, handling complex and technically challenging tasks, and providing design, development and implementation support and guidance to projects with database, data analysis, information and reporting needs.



  • Writes, executes, tests, implements complex database-oriented programs and maintains existing programs to insure developed business processes meet policy and functional needs, particularly with respect to the function specific modules; identify policy issues and recommendations related to software capabilities; prepare specifications for modifications and program add-ons.
  • Work with vendors to modify software as necessary to meet college requirements.  Serve as liaison between the vendor and the affected staff.
  • Prepares systems development plans using established standards. 
  • Maintains up-to-date knowledge of programming languages, including new features, tools, PC techniques, technology related to IT industry.
  • Assists and provides direction to coworkers.
  • Completes reports and provides management with clear understanding of activities.
  • Develops custom online applications that utilize state of the art programming and reporting utilities on a windows based platform.
  • Develops applications, which may interface with other systems. Specifies the user interface, supports the actual development and manages the integration of solutions in target environments as scoped in the projects.
  • Meets with analysts and users to assess needs and requests and provides technical expertise in development and implementation of various application systems.  Supports requests, all releases, enhancements, and new development for applications.   Interfaces with users to gather requirements, conducts business analysis and writes functional and technical design specifications and documentation. Translates functional requirements into detailed modes of the desired solution by defining the approach to implement the defined architecture.
  • Develop written training materials, prepares and conducts user training.   Provide second-level Help Desk support to research and resolve software-related problems.
  • Perform other duties as assigned.



  • BA Degree in Computer Science or related field or AAS in Information Technology Systems or related field with experience or a combination of work experience, education and/or certification.   Some functional or technical training in function specific software application preferred. 
  • Experience with database design, "designer" software and multiple 3 programming languages. 
  • Experience working in a team environment.
  • Experience working on multiple projects simultaneously. Minimum of 2 years experience with information systems.   
  • Actual application implementation or post-production support experience required. 
  • Must have extensive experience in database programming with MS Office. 
  • Must be able to develop, extract, and analyze data from relational and spatial databases. Strong spatial analysis and writing skills, and must have formal training or comparable experience in data analysis, database design, spatial analysis and with application experience.
  • Experience developing online applications with object oriented utilities, programming languages, web tools and design techniques (e.g. SQL, HTML, MySQL, Cascading Style Sheets, C,C++, Turbo C. or Visual C++, Java, JavaScript, JSP, ASP, PHP, EML, PL/SQL, PLI COBOL, Apache Web Server, Linux,  stored procedures, triggers, indexes and data integrity rules). 
  • Experience with performance tuning, web design, software installation and configuration, and technical writing.
