***This a hybrid position, working in the Austin office 2 times a week; and working remotely 3 days  week; relocation allowance is available as well.***

Manages and directs the activities of a team responsible for providing direct strategic planning and analysis for the development of electric power supply strategies; structuring and evaluation of power supply contracts and generation assets; and market valuation of power portfolio and provides the analytical and leadership capability to structure issues critical to LCRA's mid to long-term electric supply and demand needs. Informs management on how short-term issues affect LCRA's long-term electric generation resource outlook and customer load obligations. Responsible for developing and maintaining complex economic evaluation and cash flow simulation models, and resource planning analytical tools. Also responsible for business deal evaluations and the development and evaluation of commercial and operational business terms for wholesale power sales agreements. Works with regulators, regional system operators (ERCOT), customers and other external parties on issues related to electric market issues, generation planning and power purchase and sales agreements.

 

• Provides leadership and direction to staff. Hires, trains, assigns work, evaluates and manages performance and handles all aspects of staff supervision. Maintains awareness of department issues and responds to employee needs and concerns. Communicates with employees to ensure accurate and timely dissemination of information.
• Oversees and manages staff in the development and support of departmental strategic and operating plans, budgets, goals, objectives, priorities, policies, and procedures in alignment with the strategic goals and objectives of the LCRA.
• Structure and analyzes both short and long-term electric utility resource issues and power supply contracts. Recommends strategic courses of action and functions as a team leader in implementation of management and board approved recommendations and actions.
• Works directly with management to define issues and actions of strategic importance to LCRA's electric utility business. Leads and arranges for the procurement of long-term power resources to meet LCRA’s wholesale customers load growth.
• Oversees the analysis of LCRA's lowest reasonable cost alternatives and works directly with wholesale electric customers and outside organizations such as regional system operators (ERCOT), public action groups, power marketers, and power supply providers.
• Develops commercial and operational terms of power sales and purchase contracts and analyzes their potential benefits and risks to LCRA’s wholesale power portfolio.
• Determines issues that represent opportunities and threats to LCRA's energy services business. Provides leadership in research and analysis, strategic and competitive planning, and risk management in support of the Wholesale Power department.
• Provides leadership and expertise to develop sophisticated generation simulation models and studies.
• Develops strategies for managing the power portfolio. Evaluates asset and purchase power opportunities.
• Uses results of studies and analysis to develop recommendations to management and to develop presentations and reports to be used in communication with the management team, other departments, wholesale customers and other external stakeholders.
• Performs and directs economic and financial analyses; evaluates current and future power market conditions including generation supply, load forecasts, environmental regulations and transmission plans; and evaluates transmission issues affecting LCRA's current and future generation, purchase power, and load portfolio.

Requirements

- Twelve or more years of experience in performing electric network simulation modeling, economic analysis, financial analysis or other technical analysis, including five years of supervisory experience.
- A degree in business, mathematics, statistics, economics, engineering or relevant field may be substituted per LCRA guidelines for certain years of experience
