Job Description

The Division Chief of the RF Photonics and Advanced Materials (RFPAM) Division in the Electro-Optical Systems Laboratory will be responsible for strategic and day-to-day operations of the division, which generally include division strategy development and execution, oversight of sponsored and internal research, program development, sponsor relationship management and the recruiting, administration and leadership of technical research faculty. In addition, they will contribute to and manage sponsored and internal research projects and programs.

RFPAM performs advanced component research that involves the development of new material technologies, photonic integrated circuits, and radio frequency devices, including those used in expendable countermeasures. These components and sub-systems are used in a variety of systems and applications, primarily for DoD platform protection and radar systems. This position will have oversight of the divisions personnel, consisting of four branches and approximately 25 researchers.

Candidates must have demonstrated experience managing the personnel, technical, and administrative aspects of a team comprised of highly technical and experienced research faculty. Additional responsibilities for this position include on-boarding, personnel development and mentoring, and evaluating and documenting researcher and supervisor performance. Prior management experience supervising teams of research faculty at the branch level (or equivalent) is required, and prior second-level leadership experience that includes supervision of other functional managers is preferred. Roles and responsibilities of the RFPAM Division Chief will be funded by approximately 75% sponsored research and 25% overhead funds.

Job Duties:

  • Conduct applied research and/or manage sponsored and internal research projects and programs
  • Develop and execute a strategy for the growth and sustainment of division work that achieves EOSL and GTRI goals and objectives
  • Develop strategic sponsor relationships that support division strategy
  • Execute internal research that focuses on division, lab and corporate strategic areas and develop long term personnel strategies to meet strategic objectives
  • Engage with sponsors to understand their needs and offer solutions, support exchanges with potential sponsors
  • Engage with other divisions and labs in internal marketing of division capabilities
  • Develop and submit white-papers and proposals to support program development
  • Conduct performance evaluations for branch chiefs and division personnel
  • Perform mentoring and training of division members in technical and other areas
  • Conduct recruitment, hiring, termination, and administration of personnel
  • Oversee administration of personnel programs including security, ethics & compliance, pay & benefits
  • Monitor projects and tasks executed within the division
  • Engage with other divisions and labs in execution of existing efforts
  • Conduct manpower planning for division programs, projects and tasks
  • Provide leadership of programs, projects, and tasks to include management of division budgets and spending
  • Communicate division plans and progress to lab and GTRI management
  • Prepare and deliver division Monthly Project Status Reviews (MPSRs)
  • Coordinate with lab management, computer support, sponsored research support, lab operations, facilities, communications, research security, human resources and other support organizations
  • Perform other duties as assigned

Education & Length of Experience

Senior Research Engineer/Scientist

  • A Masters degree in Computer/Electrical Engineering, Systems Engineering, Physics or any other Engineering, Mathematics, or Science and seven (7) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Computer/Electrical Engineering, Systems Engineering, Physics or any other Engineering, Mathematics, or Science and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Computer/Electrical Engineering, Systems Engineering, Physics or any other Engineering, Mathematics, or Science and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist

  • A Masters degree in Computer/Electrical Engineering, Systems Engineering, Physics or any other Engineering, Mathematics, or Science and eleven (11) years of relevant full-time experience, or
  • A Doctoral degree in Computer/Electrical Engineering, Systems Engineering, Physics or any other Engineering, Mathematics, or Science and seven (7) years of relevant full-time experience.

Consideration will be given to candidates that are current GTRI employees that are Senior and Principal Research Faculty as a result of approved rank exceptions.

Required Minimum Qualifications

  • Candidates must have experience/expertise in one or more Photonic / RF technologies such as: Photonic Integrated Circuits & Systems, Low SWaP UAV/Expendable Payloads, Electronic and Optical Materials & Devices
  • 10+ years of experience leading technical programs in a project management or technical leadership role
  • Experience leading business development activities and sponsor engagement
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders
  • Experience creating and delivering technical presentations

Preferred Qualifications

  • Experience in technical and organizational leadership as well as a proven ability to attract funding for sponsored research as demonstrated by significant experience as the level-one principal investigator for sponsored programs
  • Experience defining, refining, and driving the strategic thrust of an organization at the branch or division level
  • Experience leveraging government and industry relationships to lead, develop, support, and grow new technical thrusts
  • Experience with contracting, proposals, and contract management
  • Experience briefing program activities directly to senior-level (SES and Flag/General Officer) sponsors within the government
  • Demonstrated national recognition in the industry, as evidenced by noteworthy journal and/or conference publications, session leadership at national symposia, membership on national committees, and involvement in relevant professional societies at the Senior-level or above.

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
