Job Description:

The Dual Band Radar (DBR) Integration & Test Cross Product Team (CPT) Lead is responsible for all system integration and test activities across multiple ship platforms. The I&T CPT Lead is the DBR I&T teams interface to the Engineering Directorates and one of the most senior engineering representatives on the program leadership team.

As a member of the DBR Program Management team, the DBR I&T CPT lead is a direct report to the DBR Program Manager.

Duties include:
  • Management and execution of all scope of work assigned to the DBR I&T CPT, determining the allocation of personnel within the team to perform that work, and reviewing and approving any I&T contract deliverables before delivery to the customer.
  • Support DBR growth through proposal development and the deployment and continual improvement of people, processes and tools.
  • Represent the interests of the Systems Integration and Test (SI&T) directorate on the program. Responsible for developing a team capable of delivering products that include test plans, test procedures, and mission test reports.
  • Extensive interaction with Program Managers, Business Development, Directorate Managers, and Business Area VPs to achieve Business objectives.
  • Responsible for interface and coordination with internal and external organizations on DBR integration and test planning, coordination, execution and reporting activities.
  • Responsible for ensuring proper test site support is provided to ship locations in Norfolk VA, Oxnard CA, and San Diego CA.
  • Coordinate with other DBR IPTs/CPTs to draw on their subject matter experts to address emergent issues across the systems, software and hardware domains.
  • Interface with the Navy customer community on a regular basis to share DBR status, issues, and address programmatic concerns.
  • Prepare for and meet regularly with Navy Technical Team (NTT) to review system performance and address technical issues.
  • Coordinate and collaborate with associate contractors for activities to be performed at their facilities.
  • This position requires up to 50% domestic travel


    This position requires a current Secret U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.


    Required Qualifications:
  • U.S. Citizenship is required
  • Active/Current US Secret Security Clearance
  • 12+ years prior relevant work experience
  • Systems Engineering, Integration, Test or development experience
  • Proven experience working with customers to develop program test strategies
  • 5+ years in technical and program leadership positions (e.g. IPT lead, CPT lead, Project Manager, Test Director, etc.)
  • Experience in management of diverse engineering teams
  • Bachelors Degree in STEM ( Science, Technology, Engineering, or Mathematics) or related Technical Degree

Desired Qualifications:
  • M.S. Technical Degree
  • Level 6 or higher PMX certification
  • Experience preparing both technical and cost proposals
  • Experience in IPDS and CMMI-5 compliant Gate Reviews and Tracking Books
  • 10+ years in Integration, Test, and development activities
  • 10+ years in technical and program leadership positions
  • Cost Account Manager (CAM) experience
  • Experience with DoD or similar major programs throughout the product lifecycle
  • Demonstrated IPT Leadership / program management experience / business experience Raytheon (R6s) Six Sigma Expert
  • Technically oriented, Self-Starter with the ability to independently pursue information
  • Demonstrated excellence in past work performance
  • Raytheon (R6s) Six Sigma Certification
  • EVMS Level 2 Certified
