Position is a Subject Matter Expert (SME) for the most complex electrical work in Chicago District. The Aquatic Nuisance Species Dispersal Barriers project is the only large scale barrier of its type in the world, with state of the art electronics and features that develop/expand as more operational experience is gained.

This position is being filled under the Direct Hiring Authority (DHA) for Certain Personnel of the Department of Defense (DoD) Workforce.

Provides electrical engineering expertise and guidance with an expert emphasis in the solid state control field to include Programmable Logic Controller (PLC) programming and object oriented programming.

Develops designs, plans and specifications for complex electrical systems containing unusual features which require distinctive deviations from precedence established for similar projects.

Electrical engineering duties for the following: flood control and/or navigation projects, building construction, pump stations, and pulsed power generating systems to be constructed, altered or rehabilitated for district projects.
Prepares preliminary design studies, design memoranda, final design calculations, plans, technical specifications and labor and materials estimates for above features.

Technically oversees lower graded technicians and engineers commensurate with scope and priority of assigned projects. Assigns portions of projects for detailed design development.

Reviews electrical/electronic portions of engineering designs prepared by architect-engineer firms or lower graded employees for the above and similar type systems and facilities.

Reviews electrical/electronic portions of contractors and manufacturers shop drawings to evaluate the adequacy and practicability of the equipment or system design.

Provides senior level electrical engineering expertise and mentoring on regional Project Delivery Teams (PDT) and Review Teams

Specialized Statement – GS13 EE

I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes mastery level electrical engineering principles and application in relation to the design of complex conventional and unconventional electrical systems. This includes design, testing and troubleshooting of hardwired controls systems and Programmable Logic Controllers (PLC) systems; application experience programming PLCs, Human Machine Interface (HMI) and associated control system equipment. Design, testing, troubleshooting and configuration of Local Area Networks (LAN) (with particular emphasis on Ethernet IP) and communications mediums (copper, fiber, wireless). Review and analyze design, construction, and operation of electrical systems and controls. Provide electrical expertise and guidance for both civil works and military projects including complex electrical and lighting systems, high and low voltage power distribution, and control systems, grounding, bonding and lighting protection systems, and emergency generator systems. Represent the District to address technical project issues, to relay pertinent policy, laws and regulations, and to provide technical guidance or instructions; evaluate and assist with the development of work packages for product planning, design, and construction of electrical systems and features to be constructed, altered or rehabilitated; lead a multi-disciplinary project design teams in the development of plans, specifications, and studies for electrical engineering projects; expertise applications of electrical engineering principles, design criteria, codes, and practices to meet project and customer needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
