Brief Description


  • Serves as an Electrical Engineer for the design, expansion, maintenance and replacement of the District of Columbia’s streetlights.
  • Devises new methodology the performance of construction, expansion, maintenance and replacement of the District of Columbia owned streetlight system.
  • Consults with high-ranking technical representatives from other District of Columbia agencies, Federal Agencies and utility companies. Translates results of meetings into revised procedures, criteria or specifications for coordinated results or to resolve problems.
  • Performs critical analysis and technical evaluation of the design, purchase installation and operation of District owned electrical streetlight system.
  • Through surveys, research and investigations, determines what needs to be done to ensure systems and facilities meet current and future mission requirements and to improve reliability, flexibility and maintainability; and lower energy consumption, of the streetlight system.
  • Is responsible for the management and administration of contracts related to the streetlight network, including invoice and change order management, project meeting coordination, and communication with all consultants and contractors.
  • Monitors construction projects for new construction, renovations and improvements to the streetlight system from start to finish, including the performance of pre-construction site surveys all the way to the completion of as-built drawings.
  • Develops preliminary planning designs to include descriptions of scope of work, quantitative criteria, detailed cost estimates and time schedules as needed. Reviews or develops the installation instructions for streetlight systems in the District of Columbia.




  • Knowledge of electrical engineering research and developmental activities and technologies and advances in order to incorporate them into atypical or highly difficult assignments.
  • Broad knowledge of state and local jurisdiction over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services.
  • Comprehensive knowledge of the agency's mission and organizations.
  • Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
  • Knowledge of automated data processing conceptssystem capabilities, and economic usage to effectively accomplish assigned functions.
  • Ability to plan and monitor large and complex facility/site engineering projects requiring searching out and development of new or greatly modified methods and approaches so as to assure applicable objectivesstandards, and requirements are met


Education and Experience


Individual must possess a Bachelor’s degree in Engineering, Electrical Engineering, Mechanical Engineering and have at least five years of experience in a related field.


Individual must possess a valid PE license or be able to obtain one within one year of employment.”


Driver’s license is required.
