We have an opening for an Emergency Drills & Exercise Program Manager. You will serve as the primary source for implementing the emergency exercise program at Lawrence Livermore National Laboratory (LLNL). You are responsible for the development and conduct of emergency exercises that involve thousands of employees and involvement with offsite agencies. This position is in the Emergency Program Organization, Emergency Management Department. May conduct occasional work at Site 300 in Tracy, CA.
Essential Duties- Develop and manage the LLNL Drill and Exercise Program, including the multi-year drill and exercise plan consistent with the requirements of DOE Order 151.1D and associated guides for Site 200 and Site 300; develop and maintain drill and exercise metrics to promote readiness assurance.- Collaborate with Facility Managers and Program Management in the development and conduct of evaluated drills and exercises in all facilities with significant inventories of hazardous materials.- Serve as Exercise Director or Lead Controller during site drills and exercises, ensuring drills/exercises are well designed, controllers are briefed adequately, appropriate safety and security controls are planned, and post-drill critiques are conducted properly.- Develop and maintain a suite of key documents for the safe and effective testing of all aspects of Emergency Programs, such as a multi-year drill exercise plan, process documents, drill/exercise plans to include exercise objectives, evaluation criteria, safety and security plans, and final reports and/or corrective actions of drills/exercises.- Coordinate external and offsite participation for drills and exercises; coordinate and schedule emergency exercise with LFO, NNSA HQ, DOE HQ Emergency Management Team, and NNSA Response Assets [Radiological Assistance Program (RAP), Federal Radiological Monitoring and Assessment Center (FRMAC), and Radiation Emergency Assistance Center/Training Site (REAC/TS)].- Identify and ensure a trained cadre of over 100 evaluators and controllers for the program.- Participate and respond to actual emergencies as a member of the Emergency Response Organization as a qualified Emergency Management Duty Officer (EMDO) and serve in the EMDO Program.- Participate as a member of the Emergency Management Issues Special Interest Group (EMI-SIG) Emergency Readiness Assurance Subcommittee (ERASC).- Perform other duties as assigned.
Qualifications- Bachelors degree in engineering, science,or other relevant field, or an equivalent combination of education and experience in emergency management programs.- Significant experience developing, leading, and managing the implementation of emergency drills and exercises, and emergency response teams, training and mentoring, and managing the requirements and operations of programs.- Significant experience in emergency planning; and advanced knowledge of DOE Order 151.1D Emergency Exercise Program requirements. - Significant experience developing and authoring technical reports and publications; significant experience analyzing performance metrics data to implement corrective actions.- Advanced technical, critical thinking, and decision-making skills necessary to independently advise and recommend appropriate actions and implement solutions to solve complex technical emergency planning problems.- Ability to work collaboratively, effectively, and diplomatically in a diverse team environment and to cultivate and foster strong working relationships with diverse team members, emergency response personnel, Laboratory management, and external contacts.- Advanced communication skills both verbal and written, facilitation, and collaboration skills necessary to effectively present and explain complex technical information and interact with all levels of internal and external personnel.- Ability to work 24-hour on-call duty shifts, including weekends in order to become qualified to participate in the EMDO Program; ability to travel to S300 in Tracy, CA.
Desired Qualifications- Emergency planning experience at other DOE or NRC facilities.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.

Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
