We have an opening for an Emergency Planning Specialist. You will serve as the primary source for maintaining volunteer staffing unique to the Disaster Response Plan and facility level emergency response. This position is in the Emergency Programs Organization (EPO) of the Emergency Management Department.

Essential Duties
- Develop and manage a communications plan to increase the Lab populations knowledge of emergency response during Laboratory emergencies.
- Oversee the Building Emergency Coordinator (BEC) Program and maintain a cadre of trained BECs for all occupied buildings at LLNL.
- Coordinate the staffing of the Disaster Response Plan for both Site 200 and Site 300 to ensure readiness for Assembly Point and Zone Control Point staff, ensuring appropriate disaster response equipment and supplies for response to disasters.
- Manage the program plan for Facility-Level Emergency Plans (FLEPs) and work with line management to ensure all occupied buildings maintain a FLEP.
- Control the content and implementation of lesson plans for BECs and the disaster cadre.
- Interact as point-of-contact with BECs to resolve issues and answer questions and concerns.
- Participate and respond to actual emergencies as a member of the Emergency Response Organization.
- Perform other duties as assigned.Qualifications
- Experience with large emergency programs involving hundreds of trained volunteers.
- Experience coordinating multiple work activities and multi-faceted internal processes of a large cadre of emergency response volunteers.
- Ability to develop and lead a large group of emergency response volunteers.
- Comprehensive knowledge of and experience in emergency planning.
- Experience developing content and implementation of emergency training lesson plans.
- Effective analytical, problem solving, and decision-making skills necessary to independently advise, resolve, recommend, and approve appropriate actions to implement solutions.
- Effective communication skills both verbal and written necessary to work independently as well as collaboratively in a team environment, and prepare, present, document, and explain information.
- Proficiency personal computers and associated software, such as MS Office.Desired Qualifications
- Bachelors Degree in relevant or related field, or equivalent combination of education and related experience.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
