Engineering Records Center Manager/Supervisor - Active Security Clearance Required

We have an opening for an Engineering Records Center (ERC) Manager. You will lead the ERC, an ISO 9001 certified organization, in its current operational role to provide rapid turnaround in technical document scanning, storage, and retrieval. You will coordinate long-term legacy preservation projects supporting programmatic missions. You will provide advanced technical and administrative oversight interacting with all levels of personnel. This position is in the National Security Engineering Division (NSED).

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Provide direct administrative supervision to technicians/technologists, operators and coordinators and manage the staff operations, budget, facility, equipment, resource planning, metrics, security and strategic direction of the ERC, including implementing processes in support of ISO9001 quality objectives ensuring continuous improvement to maintain ISO 9001 certification.
  • Provide advanced technical Document/Records Management guidance, associated with customer activities supporting programmatic mission deliverables.
  • Support the LLNL Enterprise Lifecycle Management endeavor to provide robust digital management of technical drawings and specifications.
  • Serve as the point of contact and manage direct funded special project assignments.
  • Ensure all ERC assignments and operations are performed in accordance with ES&H, security, quality standards, Engineering Codes and Standards, Department of Energy regulatory compliance, and Laboratory business practice policies and procedures.
  • Responsible manager for Vault Type Room (VTR) security requirements and access.
  • Perform other duties as assigned.

Additional job responsibilities, at the 390.2 level

  • Serve as the Document/Records/Information Management SME, as a consultant to LLNL organizations on related highly advanced technical issues and questions.
  • Provide highly advanced technical and related supervisory expertise to manage the digital direction and migration of engineering's legacy technical drawings and specifications across multi-network environments.
  • Serve as Engineering's liaison within the Institutional web center content and records management system UCM/URM (unified content management/unified records management) working group, providing expertise for the digital direction of business-related documents and records/information management across the Directorate.

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in Technical Management, Electronics Engineering Technology, Mechanical Engineering Technology, or other related technical field, or equivalent level of education and related technical experience.
  • Significant knowledge and experience with technical supervision, records management work, resource planning, budgeting, and/or other related areas.
  • Advanced ability to provide strong technical leadership to a multidisciplinary team driven toward a commitment to technical, operational, and customer service excellence.
  • Advanced skills and abilities in technical coordination of complex projects including project planning, budgeting, and workforce planning, including excellent organizational skills and the ability to handle multiple simultaneous tasks.
  • Ability to work independently and assume responsibility with minimal instruction and supervision.
  • Ability to approach and resolve difficult issues using mature judgement, creative problem-solving skills and decision-making techniques to gain the cooperation of others.
  • Advanced written, verbal, feedback, and presentation communication skills with proven ability to present concepts and ideas in a clear and coherent manner for presentation and interaction with other technical staff members.

Additional qualifications at the 390.2 level

  • Highly advanced knowledge of records and information management compliance in concert with DOE and NARA requirements.
  • Highly advanced written, verbal, feedback and presentation communication skills necessary to effectively collaborate in a team environment, present and explain technical and highly complex regulatory information, and provide advice to management.
  • Extensive experience with administrative supervision including but not limited to: staffing logistics, and related performance management activities.

Qualifications We Desire

  • Familiarity with the Engineering Directorate's matrix structure, programmatic support, and operations.
