We have an opening for an ES&H Deputy Team Leader (DTL) to collaborate with the Team Leader in managing the team to ensure that it delivers high quality support and services to its customers, functioning as the Team Leader in their absence and having prime responsibility for leading team members supporting assigned program operations. This position is in ES&H Team 2.
This position will be filled at the TSL.4 or TSL.5 level depending on your skills. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
Essential Duties
- Plan, lead and direct the efforts of ES&H team members to ensure an organized and unified approach to ES&H programmatic support consistent with current standards and Laboratory policies in collaboration with the ES&H Team Leader.
- Partner with program managers regarding complex ES&H problems and ensure both technical and administrative concerns are addressed.
- Provide subject matter expertise advice and participate in the review and concurrence of ES&H related documents, such as work control documents, Operational Safety Plans, Facility Safety Plans, Design Reviews, and Safety Analysis Reports. Review and approve written correspondence of all team members.
- Participate in and monitor the effectiveness of communications between ES&H team members and directorate clients and other elements of the ES&H Directorate.
- Support the programs during self-assessment activities, DOE audits and assessments, internal assessments, and emergency preparedness/self-help activities.
- Provide direction to ES&H Team 2 for both onsite and offsite emergency response activities.
- Contribute to management responsibilities for all personnel and financial issues, including performance management, recruitment and selection of team members, career development, and managing overhead and direct budgets.
- Perform other duties as assigned.
In Addition at the TSL.5 Level
- Negotiate and manage assigned ES&H Team programmatic budgets.
- Provide expert knowledge, guidance and direction in the production of ES&H technical documents such as Operational Safety Procedures, Facility Safety Procedures, Safety Analysis Reports, Integration Work Sheets, Work Permits, Safety Analysis Reports, and Design Reviews.
- Bachelors degree in a safety, engineering discipline or related field or the equivalent combination of education and significant related experience.
- Subject matter expert knowledge of ES&H theory and practice with demonstrated expertise in at least one of the following safety disciplines: industrial hygiene, health physics, industrial safety, environmental, explosive safety or fire safety.
- Significant experience leading a team, project, and/or group with demonstrated ability in determining how to prioritize and use resources to meet schedules and deadlines.
- Significant experience in performance management, recruitment and selection of team members, career development, and managing overhead and direct budgets.
- Ability to interact effectively with many different levels of personnel and management in order to negotiate and influence job-related ES&H activities and decisions.
- Expert communication, facilitation, collaboration, interpersonal and problem-solving skills necessary to lead a team, present and explain technical data, and provide advice and guidance to management.
- Expert knowledge planning, organizational, and delegation skills, and the ability to direct and monitor the work of others effectively.
- Demonstrated ability to work multiple complex problems in parallel and develop acceptable solutions.
In Addition at the TSL.5 Level
- Proven expertise in two or more safety disciplines including industrial hygiene, health physics, industrial safety, environmental, explosive safety and fire safety.
- Extensive experience supervising, leading, and managing personnel involved in ES&H work.
- Extensive experience developing and managing budgets. Oversee projects to ensure they are completed on schedule and with in budget.
Desired Qualifications
- Masters degree in management, safety or other scientific or engineering discipline and professional certification or license in an ES&H discipline (e.g., CHP, CIH, CSP, PE).
- Extensive ES&H Team field experience with advanced knowledge/understanding of LLNS/LLNL personnel and financial policies and procedures to supervise, lead and manage personnel including performance reviews and salary management and to oversee direct and overhead budgets.
- Demonstrated commitment to continued process management and ability to solicit input and utilize that information to improve existing processes.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
