We have an opening for an Export Control Adviser. Duties will be focused on analyzing and interpreting federal Export Control regulations as they apply to LLNL controlled information policies and procedures.

The selected candidate will function as an Export Control subject matter expert. Will provide technical guidance to LLNL professional, technical, administrative, and business operations personnel on diverse and multi-faceted Export Control issues with limited direction, to include foreign national interactions, and the potential transfer of LLNL hardware, software, and technology. Will interact with sponsor and subcontractor organizations and at least five Federal agencies to include the Department of Energy (DOE), the Department of Commerce (DOC), the Department of State (DOS), the Nuclear Regulatory Commission (NRC) and other governmental agencies with limited direction. Will report to the Export Control Officer and the OCEC Supervisor. The position is part of the Office of Classification and Export Control (OCEC) located in the Weapons and Complex Integration Directorate (WCI).

In this role you will

  • Analyze, interpret, and contribute to the development of LLNL controlled information policies and procedures.

  • Review technical and programmatic documents and presentations and provide advice and assistance to Laboratory personnel on a range of export control topics.

  • Validate, confirm Laboratory programs and personnel follow Laboratory and Federal Export Control policies, procedures, and regulations.

  • Contribute to the identification and control of the Laboratory's emerging scientific and technological developments based on applicable Export Control guidance.

  • Analyze and interpret information related to current DOE, DOC, DOS, and NRC-approved guidance to process export requests in a manner that reflects an in-depth understanding of program activities

  • Recognize when a classification review needs to be applied.

  • Perform all assignments in accordance with ES&H, security and business practice requirements and policies.

  • Incidental travel in support of the Export Control mission, credentials.

  • On site availability in alignment with LLNL policies.

  • Perform other duties as assigned.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.

  • BS degree in a related field or equivalent combination of education and related experience.

  • Demonstrated working knowledge of the Laboratory's classification policies as they apply to Export Control matters and have experience interpreting and applying federal regulations to develop and implement policies and procedures.

  • Competency in exercising sound judgment in considering conflicts between missions, goals, and export control constraints.

  • Professional; Demonstrated interpersonal skills, tact necessary to work effectively in a diverse team environment, respectful of the Laboratory's mission and values.

  • Willing; Demonstrated ability to work both independently and as part of a team toward specific objectives.

  • Demonstrated ability to analyze and solve issues and successfully implement solutions.

  • Demonstrated ability to effectively enforce guidance, rules, and regulations.

  • Demonstrated diplomacy in dealing with customers who have conflicting interests and opinions.

  • Demonstrated abilities to articulate in both speech and writing, achieving clarity and conciseness.

Qualifications We Desire

  • MS degree in a related field.

  • Possess a Derivative Classifier authority.
