The Office of the CFO (OCFO) has an opening for a Principal Associate Director Resource Manager (PADRM) matrixed to the National Ignition Facility & Photon Science (NIF) Principal Associate Directorate (PAD).  You will be responsible for leading the financial/budget formulation for the PAD and have overall financial oversight for financial performance for a large and complex organization, consisting of funding in NNSA Direct, Strategic Partnership Projects (SPP) and institutional and organization indirect budgets.  The selected candidate will lead and have payroll management responsibility for eight exempt professional budget/financial analysts who are responsible for the financial management of the PAD.  This position is within the Office of the Chief Financial Officer (OCFO) Budget Department and reports directly to the Deputy OCFO for Budget (Payroll) and programmatically to the NIF and Photon Science (NIF&PS) Principal Associated Director (PAD).

In this role you will:

  • Provides leadership, direction, and oversight to National Ignition Facility & Photon Science Resource Managers to assure compliance with the provisions of Contract 44, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), applicable regulations, policies and procedures and achievement of Contract performance objectives
  • Coordinates and develops strategies for increasing efficiencies, streamlining processes, and enhancing budget systems and applications.
  • Oversees, develops, directs, and implements NIF&PS RA team personnel oversight, programs, procedures, and workforce plans including staff development, succession planning and performance management.
  • Ensure the organization attracts, develops, and retains a talented and diverse financial workforce
  • Oversee and maintain an effective internal controls environment and provide management assurance of the adequacy of key internal financial controls
  • Provide expert counsel and assistance to the Deputy CFO/Budget in developing tactical and strategic approaches on financial and business matters that are impactful to the achievement of the Laboratory's missions
  • Leads strategic financial initiatives on behalf of the NIF&PS, OCFO, and Laboratory senior management and represents the program from a financial perspective to the Department of Energy (DOE).
  • Oversee the preparation of LLNL and LLNS key deliverables and reports to DOE/NNSA and other external entities
  • Serve on or lead institutional committees representing the OCFO; collaborate with external peer groups
  • Responsible for general oversight of and demonstrates personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with all ES&H regulations, good business practices, diversity, and equal opportunity.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Business Administration, Accounting, Finance, or related field, or equivalent combination of education and related experience.
  • Extensive expertise in developing highly complex financial spreadsheets and databases. Expertise in utilizing institutional financial tools and applications.
  • Extensive leadership experience as demonstrated by progressive levels of increasing management responsibility; proven experience successfully integrating diverse resources and projects to achieve organizational objectives.
  • Demonstrated acumen to effectively build and maintain partnerships, both internal and external, to achieve Laboratory objectives.
  • Expert verbal and written communication and presentation skills to interact effectively with senior level Laboratory personnel as well as external organizations and agencies.
  • Comprehensive knowledge of business and financial practices and internal controls and demonstrated ability to effectively balance technical and budgetary priorities to achieve desired results.
  • Substantial experience in direct/indirect funding and distribution mechanisms, Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR).
  • Demonstrated advanced problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve complex problems having Lab-wide impact.
  • Demonstrated experience exhibiting the OCFO ideal behaviors of CommUnity, Integrity, and Quality

Desired Qualifications:

  • Master's degree in Business Administration, Accounting, Finance or related field.- Experience in successfully negotiating and influencing various levels of personnel at LLNL, DOE/NNSA, and parent companies.
  •  Comprehensive demonstrated knowledge of the missions and management relationships among LLNL, LLNS and DOE/NNSA organizations.
  • Demonstrated experience successfully negotiating and influencing positive outcomes in resolving difficult and complex issues with various levels of personnel internal and external to LLNL.
  • Familiarity/experience with financial and project management systems and processes unique to the NIF&PS PAD, including the NIF Planning System (NPS) and Earned Value Management (EVMS).
