Job Title: Group Lead, Special Security Office (SSO)


Overview: We are currently seeking qualified applicants with leadership and management experience to serve as Group Leader for the Special Security Office in the Field Intelligence Element (FIE).  Under DOE-IN authorities, the FIE serves as the ORNL focal point for all intelligence community matters and supports national security science by providing secure IT, communications, facilities, and analysis. The Special Security Office (SSO) ensures optimal physical security of all sensitive compartmentalized information facilities (SCIFs) and personnel security. This group is expected to grow by approximately 10 staff members to support current growth in classified programs, particularly in the areas of Classified Computing and Advanced Manufacturing.




Provide leadership to a group that strategically advances technical professional subject matter expertise for a variety of technical projects, programs or operations consistent with ORNL’s aspiration to be the world’s premier R&D institution and ORNL’s science culture.


The Technical Group Leader brings together a group of peers with the primary goal of pursuing global leadership in their field, nurtures ORNL’s culture among group members, and continues to build and scale up individual excellence and impact. The Technical Group Leader reports to the FIE Director and works closely with other group leaders to implement the group’s technical vision; develops group members to enable their career advancement; establishes capabilities that enable programs to excel at the forefront of technical professional expertise; works to solve technical challenges for science, engineering, or technical projects and functions; sets, implements, and models standards for performance of work consistent with Environment, Safety, Security, Health, and Quality (ESH&Q) requirements and business rules; and ensures a diverse and inclusive work environment where every employee feels safe, heard, and appreciated—a workplace that sets an example for the broader community.


The National Security Sciences Directorate conducts research and development to confront some of the nation’s most difficult security challenges and adversaries.  Our directorate houses S&T leadership in cybersecurity and cyber-physical resiliency, data analytics, geospatial science and technology, nuclear nonproliferation, and high-performance computing for sensitive national security missions. We draw on the Laboratory’s exceptional facilities and work closely with leading researchers in other areas at the lab such as nuclear and chemical sciences and engineering, applied materials, advanced manufacturing, biosecurity, transportation, and computing.  Our multi-disciplinary research teams are passionate about discovery and innovation as we create science-based solutions to complex security threats that put public safety, national defense, energy infrastructure, and the economy at risk.

Duties and Responsibilities:

  • Lead a team of 6-12 special security professionals and manage the ORNL sensitive compartmentalized information (SCI) program.
  • Execute the DOE SCI program in accordance with Intelligence Community Directives (ICDs) and DOE Orders within the Intelligence complex and serve as a DOE point of contact for queries involving all aspects of the DOE SCI Program.
  • Develop, evaluate, and maintain policies, procedures, methods, and devices used for safeguarding classified information, property, and materials.
  • Plan, organize, and direct all SCIF activities. Ensure compliance with all legal and regulatory requirements while meeting customer needs.
  • Represent the ORNL SCI Program at internal/external meetings, working groups, and interagency committees.
  • Manage the operation of the Special Security Office and administer the SCI security program.
  • Maintain applicable SCI directives, regulations, manuals, and guidelines.
  • Investigate SCI security infractions; make recommendations and prepare required reports.
  • Constantly evaluate SCI risks and recommend appropriate countermeasures.
  • Work closely with DOE-IN and ORNL security and technical personnel to ensure optimal collaboration across all security requirements.



Qualifications Required:

  • Requires a Ph.D. with a minimum of 4 years relevant experiences, a M.S. with a minimum of 7 years experiences, a B.S. with 8 years relevant experiences, or significant relevant experiences.
  • Qualified candidates should have demonstrated experience in leading technical teams



Preferred Qualifications:

  • 10 years or more of leadership/management experience
  • Advanced degree with 10 years of experience in security operations
  • 4-6 years’ experience and a working knowledge in security principles, concepts, and methodologies including: personnel security, physical security, technical security, COMSEC, and OPSEC
  • Working knowledge of SCI requirements for physical security personnel
  • Possess a working knowledge of Executive Order 13526 and 12333
  • Possess highly developed verbal and written communication skills



Special Requirement:

This position requires the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you may be also be subject to random polygraph testing.
