We have an opening for an Institutionally Managed Facilities (IMF) Environmental and Safety Compliance Manager in the Environment, Safety & Health (ES&H) Directorate, which will be matrixed to the Legacy Facility Program Manager within IMF. You will provide environmental protection and regulatory support and oversight of programmatic activities for risk reduction and stewardship projects conducted under the IMF Legacy Facility Program. Essential Duties
- Oversee and manage risk reduction and stewardship projects for facilities returned to the institution to ensure compliance with all environmental standards and rules, federal, state and county regulations, and LLNL policies and procedures.
- Represent the Legacy Facility Program Manager during regulatory inspections and meetings.
- Conduct technical reviews, complex environmental analyses, and/or assessments of operations and facilities to identify potential environmental issues, alternatives for control or corrective actions, and negotiate, recommend and implement solutions.
- Provide solutions to complex problems not clearly defined, develop environmental reports and safety documents, and make recommendations to the Legacy Facility Program Manager.
- Oversee and write authorization basis documents for the IMF, including Low Hazard Tier 2 documents, Shutdown Surveillance Maintenance Plans (SSMPs) and Screening Reports.
- Experience interfacing and coordinating with ES&H SMEs and disciplines on all interpretations of local, state and federal environmental, health and safety regulations and develop sound environmental protection practices for the Legacy Facility Program.
- Analyze environmental sample results and make applicable recommendations to the program to control environmental aspects and mitigate consequences of releases.
- Serve as subject matter expert in providing input into the environmental philosophy and develop environmental protection policies for use and execution by the Legacy Facility Program.
- Perform other duties as assigned.Qualifications- Bachelors degree or higher in physical, chemical, biological or environmental sciences, engineering or related field, or equivalent combination of education and significant related experience.
- Advanced knowledge of environmental federal, state, and local laws, rules and regulations.
- Advanced experience providing hazardous waste, wastewater, or other environmental regulatory compliance support at a complex facility.
- Ability to work independently as well as in a team environment with a broad cross-section of people including effective interpersonal skills with the ability to handle sensitive and confidential issues with tact, discretion, and mature judgment.
- Effective organizational skills with detail orientation necessary to handle multiple complex tasks in a demanding environment with conflicting priorities, tight and changing deadlines, and frequent interruptions while providing high-level customer service, and good follow-through.
- Analytical, decision-making and problem-solving skills to evaluate, interpret, negotiate, recommend and implement actions/solutions for complex problems.
- Advanced verbal and written communication skills necessary to effectively present, explain and communicate complex technical information to all levels of personnel and management.
- Knowledge of LLNL programs policies and procedures and experience applying these to work applications.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
