Mission Support and Test Services, LLC, MSTS, is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3). With more than 2,500 employees, MSTS manages operations at the Nevada National Security Site and at its related facilities and laboratories for the National Nuclear Security Administration's Nevada Field Office, an agency within the Department of Energy. NNSA maintains and enhances the safety, security, reliability, and performance of the U.S. nuclear weapons stockpile without nuclear testing and works to reduce global danger from weapons of mass destruction.

Site Services is seeking a Manger I/II to serve as the Power Operations manager for the Nevada National Security Site, responsible for all power transmission and distribution for the site.

 Key Responsibilities

 

Manager I Level:

  • Serve as the electrical distribution SME and AHJ for Nevada Energy Service to (and within) the Nevada Filed Office (NFO) North Las Vegas Campus. SME support for the Remote Sensing Laboratory (RSL) at Nellis Air Force Base, will be provided and coordinated with the US Air Force as necessary.
  • Develop and propose fiscal year budgets for operating and maintaining the existing electrical power transmission, distribution lines and substations; installation and maintenance of power meters for trending and analysis of power usage, data collection from power meters for recharge billing, on the NNSS and North Las Vegas (NLV) Campus. This process includes long term planning to improve reliability and serviceability of the transmission and distribution system at the NNSS and NLV locations.
  • Maintain continuous contact at all levels of management within MSTS, Department of Energy and user organizations to assist in the formulation of policies and procedures relative to MSTS operations.
  • Maintain quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; and recommending system improvements.
  • Manage up to 30 personnel including one linemen supervisor, one wiremen supervisor, technical staff (direct or matrixed) and craft personnel for two filed crews (Linemen, Wiremen, and Groundmen).
  • Primary responsibilities include:
    • Conducting operations safely. Planning and scheduling oversight of all field PM and project activities.
    • Reviewing and approving engineering designs.
    • Commitment of electrical power resources to meet customer requirements.
    • Preparing procedures and processes to perform T&D related work. Instilling a formality of operations culture. Ensuring testing and diagnostic tools are calibrated and inventoried.
    • Monitoring subcontracts to ensure compliance with specifications and schedules. Implementing MSTS policies, procedures and instructions. Coordinating activities with other disciplines or areas.

Manager II Level:

  • Subject Matter Expert (SME) and Authority Having Jurisdiction (AHJ) for all power transmission and distribution (T&D) equipment and systems from the Nevada National Security Site (NNSS) point of delivery from the service utility providers (Nevada Energy and Valley Electric Association) though the service side of facility, or area, transformers at the NNSS.
  • Responsible for long term planning to improve reliability and serviceability of the transmission and distribution system at the NNSS and NLV locations.

Requirements

Manager I Level:

  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Good working knowledge of electronic and electromechanical relays, metering, transmission and distribution, circuit breakers (gas, oil, air, and vacuum), regulators, transformers, circuit switches, control systems, data acquisitions, and battery and uninterruptible power supply systems.
  • Ability to set priorities, supervise others, build and lead teams.
  • General knowledge of DOE Integrated Safety Management policies and procedures, related performance documents, organizational structure, and current energy executive orders and federal energy management goals and requirements.
  • Demonstrated ability to work on multiple and diverse tasks;
  • Experience with implementing and following company policies and procedures and directives.
  • Establish and support strategic organizational goals.
  • Prepare and administer budgets; assure appropriate and adequate budget forecasts and use; analyze variances and initiate corrective action.
  • The primary work location will be at the Nevada National Security Site (located in Mercury, NV 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday, Hours for this position are 7am – 5:30pm.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Manager II Level:

  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
  • Bachelor's or Master's of Science in Electrical Engineering from an accredited institution preferred.
  • Nevada Professional Engineer preferred.
  • Good working knowledge of electronic and electromechanical relays, metering, transmission and distribution, circuit breakers (gas, oil, air, and vacuum), regulators, transformers, circuit switches, control systems, data acquisitions, and battery and uninterruptible power supply systems.
  • Ability to set priorities, supervise others, build and lead teams.
  • General knowledge of DOE Integrated Safety Management policies and procedures, related performance documents, organizational structure, and current energy executive orders and federal energy management goals and requirements.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
