The Advanced Effectors (AE) Product Area within the Advanced Technology (AT) Mission Area (MA) is looking for a highly motivated finance professional to lead the financial management and oversight of a strategic portfolio with expected value exceeding $1.5B. Initially, the Manager III Financial Analysis will partner with the Capture team to propose winning offers to our customers, then negotiate contracts. Upon award, you will partner with Program Management, Functional Leads and build a Program Controls team to insure flawless program execution through cost & schedule control and EVMS compliance. This is a future RMD franchise program and must-win contracts for AE. What sets this role apart from others is the opportunity to partner with the Capture team to propose and negotiate contracts then to build a Program Controls team for contract execution.

Key responsibilities include managing a team of program controls analysts responsible for both contracts and associated investments. With responsibility to develop quarterly EACs, deliver CDRLs and implement Earned Value Management according to contract terms, RMD policy and process description. In this role, you will build strong relationships with customers to support EVMS compliance and contract execution. You will be an integrated part of a fast-paced finance team where tactical thinking, multitasking and initiative are key requirements. You must be able to work independently, be self-motivated, and comfortable with new challenges. Good communication skills are also required, along with the ability to effectively interact with multiple layers of leadership within the organization and to make recommendations for appropriate solutions.

Responsibilities to Anticipate:
  1. Provide key recommendations to senior management based on analysis that drives shareholder value,
  2. Implement full External EVMS (Earned Value Management) reporting for both programs
  3. Collaborate to develop monthly forecasts, LRP and AOP in partnership for the programs; providing tactical support of forecasts and plans using various financial tools (RPLAN, SAP, BW, Excel),
  4. Partner with functional leadership to drive better forecasts/plans in the areas of Engineering Staffing, Operations Staffing, and Supply Chain,
  5. Develop business case analyses,
  6. Evaluate and improve internal controls, tools and processes,
  7. Lead and develop a team of program control analysts.

An advanced degree in a related field may be substituted for additional years of experience as follows: Masters is equal to 2 years of experience or a Ph.D. is equal to 4 years of experience.

Qualifications You Must Have:
  • Bachelors Degree Finance, Accounting, Economics, Mathematics or related
  • 10+ years applicable work experience in Financial Management/Leadership
  • Experience with finance reporting tools and proficiency with Microsoft Office products (Excel, PowerPoint, Word)
  • Experience implementing full external Earned Value Management, including IBR (Integrated Baseline Reviews), delivering all formats of IPMR (Integrated Program Management Report), and CSDR (Cost & Software Data Reporting)
  • Experience with supporting forecasts and plans using various financial tools
  • Experience leading and developing program controls teams
  • An active Secret U.S. Security Clearance
  • U.S. Citizenship

  • Demonstrated ability to work in cross functional teams and an ambiguous environment,
  • Experience recognizing process shortfalls and successfully implementing positive change
