Job Summary:

The RMD Air Power and Tactical Strike Portfolio is seeking a Program Director (PD) for Paveway programs. The Paveway Director will manage a complex portfolio of small to large programs which encompasses multiple customers domestically and internationally, with a mixture of FMS, DCS and IOT contracts.

This is a highly visible position within Raytheon Missiles & Defense (RMD), reporting to the Tactical Strike Product Area Executive Director. The Program Director is responsible for successfully leading, executing and growing the program. This position requires strong proficiency in leading cross functional teams, managing multiple contracts simultaneously, and driving communications. This role will also partner with senior leadership to develop strategy, growth, program execution, and risk mitigation plans. This role will work across all functional organizations to lead the program and ensure the timely delivery of products and services in accordance with the contract(s).

Responsibilities to Anticipate:
  • Establish milestones and monitor adherence to program master plans and schedules
  • Develop control systems and reports that accurately measure progress
  • Identify potential problems in sufficient time for corrective action to be taken
  • Ensure the delivery of company's contractual commitments
  • Develop the growth strategy, establish and maintain key program metrics, define program milestones/critical path/tactical direction and perform to program budgets and schedules ensuring program meets customer's needs and business obligations
  • Communicate with external parties not employed by RTX including customer base, vendor and other government employees
  • Negotiate and influence potential customers for purposes of growth to the business
  • Support proposal activities for follow-on work and establish investment strategies
  • Enhance the development of the strategies, manufacturing plans/roadmaps, advancement of next generation technology, and promoting future growth for Paveway products
  • This position can is located at RMD Tucson facility and requires domestic and international travel

Qualifications You Must Have:
  • Bachelors degree (Engineering, Business, Finance, Accounting, or related field)
  • 14 years of experience to include program management, business growth and execution, operations management, or production manufacturing
  • Management of risk, cost, quality, or schedule performance
  • experience with missiles, components of missiles, and missile subsystems
  • Experience interfacing with customers and industry partners
  • Experience with program management tools such as Earned Value Management Systems (EVMS), Risk & Opportunity, and/or IMP/IMS
  • International program management experience
  • An active and in-scope Secret US security clearance.

Qualifications We Value:
  • Program Management Certified Level 3 or Equivalent
  • Project Management Professional Certification (PMP)
  • EVMS Certified
  • Strong scope management and negotiation skills
  • Experience with ITAR, licensing, and compliance requirements
  • experience communicating complex technical requirements to customers and vendors
  • Experience successfully managing change, building teams in a matrixed organization, developing leaders and mentoring others
  • Demonstrated success in strategic planning and ability to analyze and evaluate missions, requirements, technologies and capabilities
  • Understanding of DoD and international acquisition environment and processes
  • Understanding of engineering design, discipline, processes, and development execution
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, operations, engineering, and supply chain
  • Strong proficiency in developing and presenting Strategic Plans, AOP, Technology Roadmaps, and planning to senior management, and responsibility for executing approved plans
  • Ability to manage, track and report metrics and progress through EAC reviews, PPR's, FPR's, CPR's, and finance reviews or equivalent process review
  • Ability to mentor early career team members
