The Naval Standard Missile Systems (NSMS) Production Business Office has an immediate opening for a Principal Financial Analyst to provide team leadership and financial oversight for the Standard major program production efforts. This role will require evaluation of high level data and inputs provided by the team, with an emphasis on providing consistent analysis and support across multiple contracts in a contractually required earned value environment. Additionally, as the team lead, this role will focus heavily on forecasting, team learning, development and process improvements use to enhance the efforts of the broader NSMS Production Finance Team.

In this unique role, the effective candidate will implement a variety of program and financial control activities, including supporting quarterly Estimates-at-Complete (EACs), Monthly Management Reviews (MMRs), and contract-specific external deliverables. This role will be a technical analysis focal point for Control Account Managers (CAMs) and the Program Office to support the development of various program funding profiles, sales outlooks, billing projections, and Variance Analysis Reports (VARs) as well as the maintenance of extensive program logs and baseline control process. The ideal candidate for this role will be an excellent communicator with a strong desire to learn while being progressively challenged. You must have the ability to manage competing priorities, balance a variety of tasks, and interact with a various levels of management and customer counterparts.

This position is an integral part of a fast paced, high performing finance team where tactical thinking, multitasking and individual initiative are key requirements. The effective candidate will be able to collaborate and partner with functional team members to provide program reporting/products to all levels of internal and external stakeholders and have directional oversight over up to 3 analysts.

Primary Responsibilities Include but are not limited to:
  1. Establish and execute both a weekly and monthly cadence for collecting and analyzing material, labor and cash receipts inputs and summarizing into contract level forecasts.
  2. Support a team of up to 3 financial analysts at various stages of their career with varying levels of experience
  3. Utilizing the full suite of program controls tools (Analysis for Office, SAP/APEX, PMX Tool Suite, for Project) to provide targeted EVMS analysis that guides efficiencies and meets EVMS compliance standards
  4. Coordinate and perform Estimates-at-Completes (EACs)
  5. Oversight of contract financial information, budget analysis, actual and variance reporting
  6. Maintaining monthly RPLAN forecasts ensuring accurate forecasting for material, labor and cash receipts

Minimum Required Education, Skills & Experience:
  • Bachelors degree in Accounting, Finance, Economics or Business, Math or directly related field is required
  • A minimum of 6 Years finance/accounting experience OR 4 years direct experience with a Masters degree in Business, Math, Finance Accounting or a related field
  • Experience interfacing and conducting business with various functional disciplines (Contracts, Operations, Engineering, and Supply Chain) in program development and execution
  • Experience with Financial Planning & Analysis, Program Controls and/or EAC process
  • U.S. Citizenship
  • You must currently have an active Secret Security Clearance to be considered

  • Proficient in Earned Value Management; professional experience of applied DoD EVMS principles including Raytheon EVMS Certification
  • Experience with for Project EVMS tools Suite
