The SHORAD Finance team (SHOrt Range Air Defense) within the LW&AD (Land Warfare and Air Defense) Mission Area has an immediate need for a Program Cost Sched & Cont Analyst to provide support to our portfolio of efforts. SHORAD Programs include Coyote and Rapid Development Programs (CRDP) Unmanned Aerial Vehicles, MRFRs Radar Programs and Phaser High Powered Microwave (HPM) programs. The portfolio is a major growth driver for LW&AD as it is heavily engaged in emerging growth markets for Counter-UAS, Loitering Munitions and non-kinetic defeats.
This position will work with all levels of management and partner with various functions (finance, engineering, operations, contract, and program office) to ensure that the contracts are performed within contractually agreed-upon parameters. Candidate will work in a challenging and fast paced team environment. Frequent interaction with various functions (finance, engineering, operations, contract, and program office) and multiple levels of leadership will require the successful candidate to possess strong presentation and communication skills, and have a strong understanding of Earned Value Principles and Processes.

The ideal candidate for this role will be an excellent communicator with a strong desire to learn while being aggressively challenged. Competitive applicants must have the ability to think on their feet, make decisions in a fast paced environment, manage competing priorities and interact with a various levels of management. This position requires proactive leadership and significant interaction with the Program Managers, MFRFS Business Manager, and customer representatives from the finance and contracts teams to ensure alignment regarding strategy, operating, and financial objectives. This position is a strategic business partner to various functional teams and works in collaboration on the successful execution of gate reviews, contract modification negotiations, financial reporting, and EACs.

U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.


Primary Responsibilities include but are not limited to:
  1. Provide comprehensive Cost and Schedule analysis
  2. Financial oversight and coordination with a broad set of IOT partners
  3. Prepare finance charts for Program Management Reviews, financial overviews and other financial reporting activities as required
  4. Coordinate development of quarterly Estimates at Complete (EACs)
  5. Establish and maintain the overall baseline that is compliant with the program instruction, internal EVM policy and 10255
  6. Support preparation of cost CDRLs including Integrated Program Management Reports (IPMRs) and Contractor Funding Summary Reports (CFSRs)
  7. Support the monthly forecast / close process
  8. Support the development of the annual operating plans (AOP) and five year strategic operating plan

Minimum Requirements:
  • Bachelors degree in Finance, Accounting, Business, Economics, or Business Administration or directly related field and 4 years of directly related experience or a directly related master degree in Finance, Business, Accounting , Math or related field and 2 years of direct experience
  • At least 4 years experience in financial analysis, program controls or a related field
  • Must have EVMS Certified
  • Experienced user of SAP EVMS software, SAP Business Warehouse or equivalent system
  • Experience with data analysis and reporting
  • Experience with Microsoft tool suite (Excel, Word, PowerPoint, Project)

Highly Desired Education, Skills & Experience
  • Masters Degree in Finance, Accounting, Business, Economics or related field
  • Active Secret Security clearance
  • Continuous improvement mindset and high attention to detail and accuracy
  • Works under general direction and participates in determining objectives of assignment
  • Experience with Raytheon Inter-Organizational Transfer (IOT) Policies and Guidelines
  • Ability to identify issues and implement corrective action plans that produce positive results
  • Experience interfacing with senior level management and customers, including formal presentations
  • Demonstrated ability to meet critical deadlines
  • Proactive and demonstrated ability to creatively problem solve
  • Working knowledge of Raytheon financial and accounting policies and procedures
