PROGRAM SERVICES & OPERATIONS MANAGER

We have an opening for a Program Services and Operations Manager. You will provide leadership and oversight for strategic planning and operational activities associated with environmental remediation, characterization, and monitoring at LLNL under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). You will also provide leadership and oversight for LLNL environmental data and analysis activities to ensure compliance with Contract 44 requirements and with related Department of Energy (DOE), federal, state, and regional environmental regulations. This position is in the Environmental Restoration Department (ERD).

 

In this role you will

  • Contribute to the department's strategic planning and development process in collaboration with the Environmental Restoration Management Team, and contribute to long-range operational strategies for an effective, efficient business model and to support institutional compliance with federal, state, and regional environmental regulations.
  • Manage a team of highly qualified exempt and non-exempt professional, technical, and administrative personnel in a multi-tier organization with a high consequence of error for the institution and oversee internal and external audits against performance standards.
  • Oversee ERD's environmental data management team to facilitate institutional compliance and reporting to state and federal agencies under Contract 44 and federal, state, and regional environmental regulations.
  • Oversee activities of teams responsible for developing and implementing management systems including application programming, cost and budget, project planning and reporting, business systems, and database management to improve the effectiveness of restoration operations, ensure data integrity, and to maximize management effort to meet regulatory requirements.
  • Oversee and manage personnel involved in procurement of equipment and materials, property management, facilities management, IT support, and vehicle management in support of ERD infrastructure to enable and sustain restoration activities.
  • Oversee and manage the development and implementation of resources utilizing cost-effective business practices and administrative systems consistent with DOE/NNSA strategic objectives and Laboratory policies and procedures.
  • Represent LLNL, collaborate, and foster strong relationships with sponsors (i.e. DOE and NNSA at LFO, ABQ, and HQ) and other key personnel throughout the Laboratory (i.e., PAD office, OCFO, ES&H, and Directors Office) to facilitate institutional CERCLA compliance.
  • Perform other duties as assigned.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Business or a related management field, or an equivalent combination of education and related experience.
  • Experience leading and supervising business, operational and/or organizational activities; experience managing a diverse group of non-exempt and exempt level staff.
  • Expert communication, facilitation, collaboration, and interpersonal skills necessary to effectively present, direct, negotiate, and influence all levels of staff,high levels of management, sponsors, and stake holders
  • Extensive organizational and team-building skills necessary to build, manage, and lead operational, multi-disciplinary teams in a highly visible, dynamic, and regulatory environment.
  • In-depth understanding of financial management, procurement, and best business practices; experience conducting assurance, auditing, or inspection-type activities of multifaceted organizations.
  • Knowledge of DOE orders, national standards, CERCLA, and other regulatory agency rules and regulations, and experience working with DOE sponsors, representatives, and associated organizations.
  • Advanced analytical and problem-solving skills with the ability to independently anticipate, identify, and resolve complex issues effectively.
