Project Manager for Facility Construction

We have multiple needs for Project Manager for Facility Construction within the National Ignition Facility & Photon Science (NIF&PS) Directorate. NIF houses the world's highest energy pulsed laser system and provides the scientific community with an unprecedented capability for studying materials at extreme pressures, temperatures, and densities.  As a NIF&PS Project Manager, you will be responsible for successfully managing mechanical, electrical and facility construction projects for NIF&PS, and in support of its operations.  This position is in the Laser Systems Engineering and Operations (LSEO) Division of the Engineering Directorate.

These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role, you will

  • Lead and manage the planning, design, execution, and completion of a diverse range of complex small-scale retrofits to large-scale new construction projects, serving as the single point of contact between internal clients, contracting offices, design engineers, and external contractors.
  • Directly collaborate with internal clients to ensure project and programmatic requirements are well defined and achieved; partner closely with the project's internal Construction Manager during pre-construction and construction activities.
  • Manage the project baseline cost, schedule, and scope. Control variances and apply Earned Value Management practices.
  • Ensure a strong quality control and quality assurance program is implemented throughout the project lifecycle, utilizing LLNL standards throughout.
  • Oversee design and constructability reviews to confirm design drawings and specifications meet all applicable code, construction, client, environmental, safety and health (ES&H) requirements, while working independently, under minimal direction.
  • Manage the process to secure required building and work permits.
  • Prepare project construction estimates for program approval and project procurement.
  • Review contractor change requests for scope, schedule and cost impacts.
  • Serve in a functional role for LSEO when needed. May include providing reviews that require advanced knowledge and significant experience.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level

  • Under consultative direction, independently lead, organize, and execute multiple construction projects simultaneously.
  • Manage large highly complex projects that frequently may not be well defined and require status reporting to the Department of Energy (DOE) Site Office and LLNL Chief Financial Officer.
  • Perform formal risk analyses to identify, manage, and mitigate risks throughout the project lifecycle including factors that may be intangible.

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Mechanical, Civil, Electrical, Structural, Architectural, Industrial Engineering or Construction Management or the equivalent combination of education and previous relevant experience.
  • Advanced knowledge and significant experience with various project delivery tools, methods and contract forms, such as design-build and design-bid-build.
  • Advanced knowledge of and significant experience with construction means, methods, and products.
  • Experience with construction in cleanroom, industrial and/or laboratory facilities.
  • Strong track record of promoting and implementing safe work practices, including OSHA, environmental, safety and health standards.
  • Experience working in a technical and multidisciplinary environment, including working directly with scientists, engineers, technicians, and designers.
  • Advanced verbal and written communication skills necessary to collaborate within an integrated team. This includes the ability to present and explain technical or operational information and provide recommendations to management, regulators, reviewers and stakeholders.
  • Proficient in modeling applications such as Revit, AutoCAD, or equivalent.

Additional qualifications at the TSS.4 level

  • Subject matter expert knowledge and application of codes and standards.
  • Substantial experience managing complex, multidisciplinary construction projects within operating facilities.
  • Expert knowledge and substantial experience with detailed costing and schedule tools and techniques applied to construction projects.

Qualifications We Desire

  • Master's degree in an applicable field.
  • California license as a Professional Engineer (PE), Architect or equivalent certification in another state.
  • Certified Construction Manager (CCM), Project Management Professional (PMP) or other related certification.
  • Applied knowledge of LEED principles, including certification or the ability to obtain certification.
  • Familiarity with California Building and Life Safety Codes, including OSHA and NFPA, and national consensus standards, such as NEC, ASTM, ANSI, ASME, and ASHRAE.
