Project Manager, Senior - ICL

The ICL project manager (PM) will work with project directors and division chiefs to ensure the lab has a consistent approach for the successful initiation, planning, design, execution, monitoring, controlling and closure of projects. Additionally, the PM will develop formal and informal metrics for assessing the risk associated with the lifetime of a project, which directly impacts the success of the lab. The PM will provide program portfolio development support to the lab director and division chiefs, and assist with ensuring effective communication of this information across the lab.

Job Duties:

Support the ICL project portfolio by assisting with program and project resource management and overall ICL workflow management.

  • Support project directors (PD) to manage projects, including award receipt and set-up; budgeting and labor resource mapping; and project close-out.
  • Work with the Project Management Support Office (PMSO) to ensure PDs are using appropriate tools and templates, receiving an appropriate education, and converting to the emerging project and portfolio management tool.
  • Work with SPS, division chiefs and PDs on all project kickoffs, ensuring teams are using best practices from GTRIs PD course and policy.
  • Assist with the overall programmatic budget planning process by fiscal year.
  • Assist with OSP system required project deliverables input/documentation. Track and effectively communicate critical milestone deadlines for multiple projects to tech teams. Manage project progress reviews and formal project report-outs.
  • Work with SPS, division chiefs and PDs to assess project status, spending, and close-out
  • Work with division chiefs and PDs to ensure monthly project status reports (MPSR) are being completed and reviewed.
  • Work with TMD to ensure all personnel actions are being monitored for effective execution.
  • Work with ICL leadership to ensure the confluence site is actively updated to include relevant information to ICL members on operations, policy, and strategy.

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Masters degree in a science or engineering discipline along with a degree business management and seven (7) years of relevant full-time experience after completion of that degree,
  • A Masters degree in a science or engineering discipline along with a degree business management and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in a science or engineering discipline along with a degree business management and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Required Minimum Qualifications

Experience managing projects with multiple, concurrent workstreams and deadlines

  • Proven experience in detailed project management, including budget management and tracking towards defined technical deliverables
  • Ability to identify prospective and existing multidisciplinary research prospects and codevelop scopes of work and budgets for those projects
  • Experience writing and managing team writing of project plans, project proposals and quotes and professional quarterly and/or final project reports
  • Excellent oral and written presentation skills

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.
