We have an opening for a Property Administration Specialist in the Asset Management Department. This position will be filled at either the F02.1 or F02.2 level depending on your qualifications. You will perform functions relevant to the full cycle management of government accountable assets to the Laboratorys Associate Directorate Property Representatives (ADPRs), Property Center Representatives (PCRs) and Property Custodians. This position will be matrixed to the Global Security GS Principal Directorate.

Essential Duties

-Execute and implement policies and procedures and apply standard techniques and procedures to the management of Laboratory Assets.
- Interpret, analyze, and apply Property management policy and procedures.
- Coordinate property transactions with internal and external customers to ensure adherence to the Property Program and follow established performance metrics.
- Coordinate with peers, program and field personnel on movement and relocation of assets internal and external to the site.
- May participate in multi-functional project committees and special projects providing guidance for property custodians and line management across the institution.
- Process and reconcile orders and ensure assets are properly marked and labeled in the asset management system.
- Research and perform basic reporting and analytics for various needs within property management.
- Perform other duties as assigned.

At the F02.2 Level

- Provide direction to and collaborate with various disciplines to ensure proper guidelines are followed in the disposition process.
- Serve as a resource in providing guidance regarding management of property and fleet within the GS Principal Directorate. May include providing technical direction to multiple disciplines regarding acquiring, tagging, relocation, and disposition of equipment.
- Solve problems and analyze a variety of factors to develop solutions to include understanding interdependent institutional requirements governing assets.


-Associate degree in relevant field, or equivalent combination of education and related experience.
-Basic knowledge of automated business tools/technologies and specialized applications and software applications such as Microsoft Office Suite and Adobe.
- Experience researching inquiries and regulatory requirements, interpreting and applying policies and procedures and providing response to requestors.
- Basic knowledge of and experience working within managing government material and/or property and/or comparable material management concepts, applying business practices/policies, regulatory requirements, techniques, standards, processes and systems.
- Effective verbal and written communication skills with experience interacting considerately and effectively with a diverse group of personalities and disciplines at various levels.
- Ability to work independently and collaboratively toward common goals and objectives.

At the F02.2 Level

- Bachelors Degree in Business or in a related field, or equivalent combination of education and related experience.
- Experience assessing processes, developing and implementing process improvements.
- Experience with high-level problem solving and decision making skills and ability to independently determine priorities with little direction.

Desired Qualifications

- Knowledge of LLNL Property Management Policies and Procedures.
- Knowledge of institutional applications, such as Sunflower Assets (SFA), Universal Content Management (UCM), Laboratory Integrated Network for Contracts and Supply (LINCS) and the Laboratorys on-line shipping request application ShipIt.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.For additional information, please see DOE Order 472.2.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
