The Qatar Kuwait Oman Programs Integrated Business Team (IBT) as part of the Land Warfare Air Defense Business Unit, delivers the worlds most advanced air and missile defense systems globally. Today we are delivering both Patriot and NASAMS systems to partner nation, Qatar. The IBT is looking for a Senior Manager to lead the transition from development into production of the Qatar NASAMS program. Eighteen Fire Units are to be delivered over the next three years.

The CONUS Qatar NASAMS Senior Program Manager is responsible for all design and production of the programs overall execution and customer intimacy with accountability and authority for leading and managing the program successfully. This includes responsibility for managing design, production and delivery through technical, schedule, and cost performance and be accountable for meeting program milestones. This position will require the ability to coordinate and effectively operate among multiple Raytheon Technologies functions, government agencies and the customer at both the senior/executive leadership and product execution levels. This position will report to the Qatar Programs Director.

This role will be located in Tewksbury, MA and requires 15% travel domestically and internationally.

Responsibilities include, but are not limited to:
  • Sets direction for program execution and multi-functional teams
  • Develops program enhancing partnerships with the MRAD product line, contracts, finance, Global supply chain, quality, engineering, and administrative functions
  • Frequently interfaces and develops effective relationships with both United States Government (USAF) and Qatar Emiri Air Defence Forces (QEADF) customer.
  • Meets contractual commitments including the financial, quality, technical and schedule performance using the approved business model and management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), PRISM, SAP/APEX etc.
  • Identifies and establishes an executable baseline and program risk and opportunity. Meets milestones and monitors adherence to program master plans and schedules.
  • Uses approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments.
  • Manages regular internal and external status reviews including Gate Reviews, Program Management Reviews
  • Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results
  • Travels occasionally both domestically and internationally

Required Qualifications:
  • 12 years of experience; preferably with progressive program management.
  • Experience in program management with managing cost, schedule and performance of the program.
  • Experience with large weapon systems
  • Experience working with international customers
  • Ability to obtain (DOD) Security clearance; Active Secret Clearance preferred.
Required Education:
Bachelors degree. Preferably in a STEM field; Science, Technology, Engineering, Mathematics or business degrees.
Advanced degrees preferred.

Desired Qualifications:
  • Experience in program operations and execution
  • MBA or advanced Engineering degree
  • Experience in Program Risk & Opportunity Management
  • PMX Certification Level 4, or ability to obtain within six months of service
  • Six Sigma Certification or equivalent
  • Capable of building strong customer relationships
  • Experience with and understanding of export and import controls, compliance and licensing
  • Senior leadership experience
  • Experience in executing and meeting five year plans and Annual Operating Plan
  • Experience conducting multinational business
  • Direct experience and production of complex weapons systems or equivalent
  • Direct experience in program planning, budgeting, and tracking (EVMS) to cost and schedule
  • Experience with Engineering, Operations, Supply Chain, Human Resources, Contracts, GTC, Legal, IT, Facilities and Finance organizations
This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
