Quality Assurance Group Leader

We have an opening for a Management Assurance System Quality Assurance Group Leader to lead internal assessment and quality assurance, manage the Institutional Quality Management and Assessment group, including maintaining LLNL's ISO 9001 certification and work with LLNL senior management, the Livermore Field Office and numerous stakeholders in regulatory agencies and the broader DOE community. This position is in the Management Assurance System (MAS) Organization within the Director's Office.

In this role you will 

  • Provide technical leadership and strategic direction to the MAS Office and quality program staff to ensure that it successfully executes its mission, including programmatic interfaces and institutional compliance with management assurance requirements.
  • Oversee, maintain, and ensure continuous improvement of a credible Quality Program that includes highly complex systems and tools.
  • Develop goals and objectives and provide strategic planning and direction to the Quality Management and Assessment Group to ensure institutional compliance with management assurance and quality assurance requirements, impacting and supporting the preparation of the Board of Directors reviews of Contractor Assurance System (CAS).
  • Champion, lead, develop and deploy new systems and processes for the Institutional Quality Management and Assessment group to ensure quality requirements are effectively implemented through the management of a robust quality assurance program. This includes identifying, coordinating, prioritizing, developing, and implementing quality principles and processes that promote mutual understanding and alignment of quality requirements, strategies, implementation approaches, and implementation across the Laboratory.
  • Partner with and provide consultative direction to Laboratory programs and support organizations on their compliance strategy to management.
  • Advice and counsel LLNL Management, as appropriate, on highly unusual, complex and/or sensitive QA-related matters.
  • Manage the ISO Program and maintain ISO certifications that are critical to the institutional mission. Oversee ISO-based verifications, surveillances, and certifications, assuring that QA processes and tools align with expectations for those standards.
  • Lead efforts to improve understanding and awareness of quality principles, processes, and tools through improved communications, outreach and customer feedback, facilitating the implementation of proposed changes. Co-chair the Laboratory's Quality Management Council. Act on behalf of the MAS Director, as may be required, on various institutional governance bodies. Manage the Internal Independent Assessments program including the identification and development of a staff of independent assessors by subject matter expertise.
  • Perform other duties as assigned.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship 
  • BS/MS in engineering or scientific discipline or the equivalent combination of education and related experience.
  • Expert knowledge of quality assurance principles, requirements and processes, and their application at the institutional level or equivalent in large organizations.
  • Extensive experience in functional management in a matrix organization.
  • Extensive experience deploying integrated organization-level management systems in diverse, complex organizations.
  • Advanced technical and organizational problem-solving and decision-making techniques, with analytical skills necessary to independently interpret, advise, effectively change and implement solutions to complex problems with broad implications.
  • Expert communication and interpersonal skills necessary to explain, present, direct, motivate, and coordinate with administrative and technical disciplines and all levels of management and staff internal and external to the Laboratory.
  • Extensive experience with supervision, project/program and resource management necessary to manage a professional/ technical team.
  • Extensive experience leading multi-disciplinary teams through the development and execution of strategic and operational goals and objectives.
  • Experience managing compliance in highly regulated fields (i.e. nuclear facilitiesNAP-401.1 or NQA-1 environments).
  • Experience working with the U.S. Department of Energy, other DOE facilities, National Laboratories and understanding of the DOE contractual relationship.
