Security Clearance Processing Section Lead

We have an opening for a Security Clearance Processing Section Lead. You will administer the DOE/NNSA security clearance annual reinvestigation submissions, ensure new security clearance requests are accurately identified and processed, and oversee the processing of Uncleared Personal Identity Verification submissions, ensuring they are processed in a timely manner. You will ensure compliance with DOE Order requirements is maintained and regularly interact with Security Organization (SO) Division Leaders/Managers, LLNL program management, Livermore Field Office (LFO) representatives and NNSA Federal representatives, and you will also work with the Personnel Security Group Leader to track the annual security clearance budget. This position is in the Information and Personnel Security Division (IPSD) within the Security Organization.

In this role you will

  • Supervise the Clearance Processing section administrative staff to include coordinating workloads.
  • Administer and oversee Clearance Processing processes including the receipt and tracking of the annual security clearance reinvestigation list from DOE, as well as initial clearance requests, ensuring adherence to DOE/NNSA guidelines.
  • Administer and oversee the Uncleared Personal Identity Verification process
  • Resolve day to day security clearance related issues/questions by interpreting DOE/NNSA policy and internal procedures.
  • Develop metrics and prepare reports relating security clearance processing, create submission schedules, track progress, monitor quality, and ensure timely completion of various elements, adapting work plans to meet changing needs and requirements.
  • Assess current processes, develop and implement more efficient work processes.
  • Assist in reviewing invoices and determining billing accuracy
  • Perform other duties as assigned.

Additional job responsibilities, at the J01.2 level

  • Supervise the Clearance Processing section administrative staff to include training and career development.
  • Evaluate DOE/NNSA requirements and define and implement processes; Conduct and participate in security-related self-assessments. Assist in the evaluation of findings and development of recommendations for improvement or change.
  • Assist the other Central Clearance and Badge Office supervisors with maintaining IPSD objectives and projects.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • AA degree in security-related field, or equivalent combination of education and related experience.
  • Experience ensuring internal processes are implemented effectively and working within established deadlines. Basic knowledge of security principles and regulatory requirements.
  • Ability to interpret new requirements, assess impacts on organizational objectives and goals, and prepare factual responses about applicability or impacts.
  • Demonstrated effective verbal and written communication skills sufficient to negotiate, and work with all levels of management and staff internal and external to the Laboratory.
  • Demonstrated proficiency in Microsoft Office applications. Knowledge of DOE databases used to manage security clearances.
  • Experience working closely with various groups within a DOE security organization and demonstrated basic knowledge of one or more DOE/NNSA, LLNL, and/or IPSD policies and procedures.

Additional qualifications at the J01.2 level

  • Bachelor's degree in security-related field, or equivalent combination of education and related experience.
  • Experience supervising, training, mentoring, and leading a team.
  • Experience creating and trending internal metrics, and experience in data gathering and writing of operational self-assessments.

Qualifications We Desire

  • Demonstrated basic knowledge applying security principles and/or regulatory requirements for clearance-related processes.
  • Experience with security clearance related forms and databases.
  • Experience with Uncleared Personal Identity Verification process.
  • Knowledge of Central Clearance section process and procedures. Experience using the SO LEAP application and the USAccess system as it relates to all IPSD processes.
