East Bay Municipal Utility District’s (EBMUD’s) Facilities Maintenance and Construction Division, part of the Water Operations Department, is seeking a highly qualified individual with exceptional technical, interpersonal and communication skills. 

The current opening at EBMUD will supervise the SCADA Engineering Section. The position reports to the Manager of the Facilities Maintenance and Construction Division. Responsibilities include overall management and optimization of the water treatment and distribution control systems used in the day to day operation of EBMUD’s water treatment and distribution facilities, including its 6 water treatment plants, 135 pumping plants, 164 reservoirs, 100 regulators/rate control stations, and Pardee/Camanche powerhouse communications equipment. The Water Operations Department’s instrumentation and control systems primarily consist of a DCS, PLCs, SCADA, Human Machine Interface, Operator Interface Terminals, and wireless telemetry systems. 

The position will be responsible for supervising the work of up to nine engineers, one Senior Software Engineer, and other technical positions that support the Water Operations Department SCADA, DSC, and distribution control systems. The team in the SCADA Engineering Section performs difficult and complex engineering work related to the start-up, troubleshooting, and operation of a large municipal water and wastewater treatment and distribution utility system. The team works integrally with operations, maintenance and engineering staff to ensure the seamless operation and optimization of our treatment and distribution control systems. 

Our ideal candidate is prepared to:

  • Provide leadership and motivation to a staff of up to nine;
  • Plan, schedule, assign, supervise and evaluate the work of electrical and control systems engineers, Sr. Software Engineer, administrative support staff and consultants;
  • Serve as the Administrator of the SCADA/DCS systems, including general oversight, big picture planning, security oversight, developing SCADA/DCS standards, testing, and QA/QC oversight;
  • Manage staff responsible for the rehabilitation and replacement of the SCADA/DCS consoles, software, network, routers, etc.;
  • Manage staff engaged in the control system programming of new non-CIP equipment, and in correcting/enhancing existing programming;
  • Ensure maintenance of up to date documentation for the control systems (P&IDs, control drawings, graphics, etc.);
  • Manage an Industrial Control System (ICS) cybersecurity program and coordinate with ISD to deliver effective cybersecurity procedures, standards, services, and solutions that balance the security and operational needs of EBMUD;
  • Serve as the interface with the vendors for support of control systems hardware and software;
  • Prepare annual plans and budgets for the SCADA Engineering Section;
  • Prepare cost estimates and schedule and track multiple concurrent projects;
  • Coordinate section activities with other EBMUD sections, consultants, contractors, and representatives of other agencies;
  • Manage and prioritize multiple competing interests with diplomacy and tact;
  • Establish and implement performance and quality control standards; and
  • Communicate effectively verbally and in writing.

 The salary range $12,726 per month increasing to $13,362, $14,030, and $14,731 after 6, 18, and 30 months, respectively.

1.A bachelor’s degree in an electrical engineering curriculum which is accredited by ABET or a California Engineer-In-Training Certificate, and

2.A minimum of two years of engineering experience comparable to or higher than EBMUD’s Associate Control System or Electrical Engineer classification (equivalent to six years of professional engineering experience, subsequent to obtaining the engineering degree); and

3.Registration as a Control System or Electrical Professional Engineer in the State of California. 

An advanced degree in an accredited related engineering curriculum may be substituted for one year of the required experience. 

A valid California driver’s license and a satisfactory driving record are also required. Candidates must be willing to work overtime as needed. Must possess the physical characteristics to perform the critical and important duties of the classification including office and field duties.
