The Capabilities Analysis & Assessment team (CA&A) rotational assignment will blend the unique requirements of CA&A with the expertise of System of Systems Modeling & Architecture (SMA) high performing employees. CA&A is part of the RMD Requirements and Capabilities (R&C) organization. It is a customer-focused group with a leadership role for Operational Analysis, Modeling and Simulation (OA/M&S) in support of customer relationships and new business development. CA&A, supported by SMA, works across RMD and other RTX businesses to:
  • Deliver timely, high impact analytical products that inform senior RTX leadership on new business decisions
  • Support the building and maintenance of strong, technically based relationships with customers, and positively affects the outcomes of new business pursuits.

The CA&A organization is composed of two teams reflecting the structure of the larger R&C organization. This position supports the CA&A Defense Capabilities Analysis & Assessment (DCA&A) team, which has components in Tucson, AZ and in the Northeast U.S., provides OA/M&S support to the R&C Defense Capabilities and Solutions (DCS) leadership and to the Mission Area VPs, Program Area Directors (PADs) and teams. The DCA&A team is organized by Mission Area (Air Power, Land Warfare & Air Defense, Naval Power, Strategic Missile Defense and Advanced Technology), and Engineering Rotations assigned to this role will be a CA&A MA expert.

A critical component of our partnership is how CA&A is staffed. Both, R&C professionals and SMA engineers, participate in the Engineering Rotation Program. SMA engineers serve as OA/M&S Leads for the activities described.

This requisition is for the Naval Power Rotation Position. This position will require you to serve as CA&A expert for OA/M&S efforts in support of customer relationships and new business creation. As such, you will serve as the primary interface between the respective R&C Defense Capabilities & Solutions (DCS) / Global Customer Accounts (GCA) leadership and teams and SMA to identify, prioritize, program, and execute OA/M&S in support of the business highest priority pursuits. You may directly perform the OA/M&S yourself, but frequently you will collaborate with a team of SMA/CA&A analysts and R&C/Mission Area stakeholders aligned to the effort. You will report to your respective CA&A Director for day-to-day tasking, status reporting, content quality control, on-time completion, and identification of project scope, funding, and personnel requirements.

Specific responsibilities include:
  • Serve as OA/M&S expert for a Mission Area (Air Power, Land Warfare & Air Defense, Naval Power, Strategic Missile Defense, Advanced Technology) or COCOM/Region (CENTCOM/MENA, INDOPACOM/Pacific, EUCOM/Europe, NORTHCOM/STRATCOM/Americas);
  • Provide expertise and cross-business coordination to identify Mission Area or COCOM/ Regional OA/M&S needs and priorities;
  • Assist with the development of OA/M&S products within a Mission Area or COCOM/Region in support of customer relationships and new business development;
  • Participate with matrixed teams of analysts performing OA/M&S and be responsible for cost, schedule, quality control, and delivery of the OA/M&S products;
  • Prepare and present briefings of OA/M&S products to senior Raytheon leadership and Government customers;
  • Understand the strengths and weaknesses of potential system-of-systems solutions, and create OA/M&S products that articulate the benefit that they will bring to the warfighter;
  • Contribute to the development of threat analyses and characterizations relevant to a Mission Area or COCOM/Region;
  • Participate on the development of competitive systems analyses (ghosting) in order to understand the strengths and weaknesses of likely competitor designs relevant to a particular pursuit;
  • Contribute / coordinate the development of quick response OA/M&S products requiring high visibility outputs on a short timeline;
  • Assist with and/or contribute to OA/M&S for the Campaigns that cross Mission Area and COCOM/Regional boundaries;
  • Participate in development of Advanced Visualization products as needed for OA/M&S efforts;
  • Ensure CONOPS are defined throughout the capture process, and participate in and provide OA/M&S products as needed for the Technical Baseline Maturity Assessment (TBMA) process;
  • Participate as a subject matter expert and collaborator as needed for OA/M&S efforts across CA&A and SMA/Engineering to facilitate and grow synergies across the organizations.
Duration of and Transition from the Rotational Assignment

Engineering personnel assigned on rotation to CA&A should expect to serve in this role for a period of two years. By mutual agreement, a rotation can be extended by a maximum of two 1-year renewals, if desired by the individual and approved by CA&A and SMA leadership.

U.S. Citizenship status is required, as this position needs an active U.S. Security Clearance as of day one of employment.

Required Skills and Background:
  • Bachelors Degree in Engineering, Science, Mathematics, Operations Research or related discipline
  • Must have between 6 and 10+ years of direct Systems of Systems Engineering experience supporting the following areas of expertise;
    • Analysis done to support COCOM and global/regional customer engagements
    • Experience with, and technical depth, in the Air Warfare portfolio of missile and defense products
    • Strategic Campaigns and Thrusts development
    • Quick reaction product development for RMD senior leadership
    • High-priority pursuits and capture support
    • CRAD programs support
  • Must have an existing full Secret clearance
This position can be a multi-grade assignment as a Senior Systems Engineer II, Principal Systems Engineer or Senior Principal Systems Engineer based on the candidate's qualifications as they relate to the skills, experience and responsibility requirements for the position.
