Subcontract Analyst High Volume Purchasing Lead

We have an opening for a Team Lead position for the High-Volume Purchasing (HVP) team in the Supply Chain Management (SCM) Department.  The HVP team is responsible for soliciting, negotiating, awarding, and administering low to moderate dollar value purchase orders and subcontracts for various equipment, materials, supplies, and commercial services in support of laboratory programs.  You will be a key member of the Department's management team and will work independently to provide oversight to a team of Contracts Analysts who operate in a dynamic and fast paced environment, often juggling numerous competing and time sensitive procurements while maintaining compliance with applicable policies.  This position supports the Business Directorate.

This position will be filled at the F04.3 or F04.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role you will 

  • Provide general leadership and oversight of the HVP Team, including assessing and assigning team workloads, training, coaching, mentoring, and continually striving to improve overall HVP team performance.
  • Provide leadership and guidance to HVP team members on the evaluating of quotations and proposals, determining acquisition strategies and final vendor selection, negotiating appropriate terms and conditions, price, and delivery terms.
  • Provide leadership and guidance to HVP team members on contract administration issues from award through close-out, including the development and maintenance of file documentation, vendor performance, issuance of change orders, interpretation of subcontract modifications, review and approval of invoices for payment, and review of documentation for subcontract close-out.
  • Apply and interpret established procurement policies, procedures and processes, including those that are complex and may require in-depth analysis and interpretation; additionally, ensuring team compliance with internal and external business standards, and DOE/NNSA requirements.
  • Define and measure key performance indicators as they relate to the HVP Team.
  • Continually evaluate existing processes and implement opportunities to drive superior team effectiveness.
  • Independently identify solutions to problems in a fast-paced work environment.  
  • Serve as a knowledge leader and technical resource to SCM peers, customers, and requesting organizations providing guidance and resolving issues associated with purchase orders or subcontracts.
  • Assist requesting organizations in all activities related to the placement of low to moderately complex subcontracts, including developing statements-of-work, identifying sources and participating in overall acquisition planning.
  • Perform other duties as assigned

Additional job responsibilities, at the F04.4 level

  • Provide leadership and guidance to team members on the evaluation and administration of highly complex subcontracts from award through close-out, including frequent negotiation of applicable terms and conditions, multi-faceted, high dollar value, unique or specialized requirements.
  • Serve as a senior-level technical resource and interpret highly technical specifications and requirements understanding and applying policies, procedures and processes at a level required to actively participate in discussions of technical requirements with vendors, managers and programmatic scientists and engineers.

  • Ability to secure and maintain a U.S. DOE Q -level security clearance which requires U.S. citizenship
  • Bachelor's degree in Business Administration, related field, or equivalent combination of education and experience.
  • Demonstrated ability to direct, mentor and provide guidance to other subcontract analysts, including experience leading projects which require strategy and long-term planning.
  • Significant experience negotiating and administering subcontracts with unusual and/or complex terms and conditions.
  • Significant experience applying cost and price analysis techniques to determine best value for an organization.
  • Working with and having practical knowledge of theories, practices, procurement techniques and methods, including in-depth knowledge of and experience interpreting and applying procurement regulations and the established standards to the procurement of complex purchase orders, subcontracts, or blanket-type agreements.
  • Ability to quickly analyze and solve complex problems that are diverse and multi-faceted, including sound decision-making skills with ability to be innovative, assess complex situations, recommend appropriate actions and implement solutions.
  • Advanced verbal and written communication and strong interpersonal skills necessary to proactively interact effectively within a diverse team environment, program managers, clients, customers and external vendors and in providing a high level of customer service.
  • Demonstrated ability to measure and improve processes that results in better organizational performance.
  • Effective organizational skills and ability to work in a faced-paced environment while simultaneously handling a diverse and varied workload, including ability to work independently toward goals and objectives.

Additional qualifications at the F04.4 level

  • Extensive experience drafting, negotiating, awarding and administering high dollar value, highly unusual and complex subcontracts, including advanced knowledge of government and commercial subcontracts using best value techniques and determining reasonableness of cost and price.
  • Extensive leadership experience with the ability to supervise, lead, mentor and provide guidance to other subcontract analysts.
  • Experience interpreting and presenting technical specifications, drawings and processes in order to effectively engage with a diverse range of staff including vendors, senior managers and programmatic scientists and engineers.
  • Excellent written and verbal communication skills necessary to present and explain complex technical information and provide advice to management.
