Subcontract Manager (Early/Mid-Career)

+ Officially represents and commits Sandia Corporation through contract actions\.

+ Understands the technical work of the organization and connects the work and expertise of the organization with potential beneficiaries, collaborators, and customers\.

+ Provides procurement technical guidance to the work of the organization\.

+ Ensures that customer needs are satisfied through the creation of trust\-based relationships\.

+ Coordinates and statuses all procurement needs for a customer set and/or program for both small and large dollar acquisitions\.

+ Oversees the administration of high\-value or complex contracts from placement through final closeout\.

+ Works closely with members of Sandias scientific, engineering, operations, legal, and financial communities to address opportunities and challenges that can or should be addressed by the acquisition planning through contract management process\.

+ Creates and leads cross\-functional teams to plan acquisitions that optimize value to external customers while appropriately allocating and managing risk and acting as good stewards of taxpayer dollars\.

+ Oversees and performs market surveys and determines pricing arrangements, which may include firm fixed price, cost based, or incentive provisions\.

+ In concert with project plans, drafts acquisition schedules, requests for quotations, requests for information, and resulting contract documents with the goal of meeting the needs of customers, aligning the interests of all parties, appropriately managing and allocating risk, obtaining the best value, and ensuring compliance with all Management and Operating Contract and legal requirements\.

+ Reviews proposals for acceptability; analyzes pricing and total cost of ownership; and determines appropriate profit, fees, incentives, and best value to Sandia and the taxpayer\.

+ Leads and oversees proposal evaluation teams and negotiates price, delivery, performance, and contract terms and conditions\.

+ Makes and documents complex source selection decisions\.

+ Manages supplier relationships, communications and interactions, including supplier qualification, pre\-bid conferences, and post\-award orientation\.

+ Subcontract Administration:

+ Evaluate suppliers through methods such as supplier visitations and performance measurements\.

+ Monitors and reports cost, schedule and status of contracts and recommends or implements corrective action as necessary\.

+ Monitors supplier performance and resolves all issues effecting contract compliance\. Ensures satisfaction of legal requirements, company, and customer objectives\.

+ Assesses the need for and negotiates revisions to the contracts when appropriate\.

+ Ensures appropriate final close out of the contract\.


+ Requires bachelor's degree in relevant discipline plus entry level experience \(up to two years\); or master's degree in relevant discipline; or equivalent combination of education and experience\.

Streamlined Acquisitions \(Department 10246\) specializes in purchases valued at $150K or less in support of all Program Management Units at the Laboratory\. Our objective is to provide stakeholders with an efficient, predictable and reliable process for transactions valued at $150k or less\. Procurement support includes P\-card Orders, International Purchases, and Standard Purchase Orders\. Department 10246 resides on the Third Floor of Innovation Parkway \(IPOC\)\.

Security Clearance:

Position requires a Department of Energy \(DOE\)\-granted L\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\. Applicants for employment must be able to obtain and maintain a DOE L\-level security clearance, which requires U\.S\. citizenship\.
