The Electric Plant Board of the City of Glasgow (GEPB) is seeking applicants for the position of Superintendent. Glasgow, Kentucky is located in Barren County with a population over 36,000 (15,000 in Glasgow). Glasgow is approximately 35 miles east of Bowling Green, which is along the I-65 corridor and home to Western Kentucky University. GEPB offers a comprehensive benefits package and a salary structure commensurate with qualifications and representative of the market.

GEPB is a dynamic municipal power/broadband system that is one of the 153 TVA local power company distributors. GEPB serves over 7,500 electric customers and over 6,800 cable television and high-speed internet customers, as well as dozens of fiber customers in Glasgow, Kentucky, and the surrounding county. GEPB has 44 employees and revenues of over $35 million per year.

GEPB’s mission is “To provide the highest quality electric power, cable television and other telecommunications services at costs which make them practical and improve the standard of living for all the people of Glasgow.” Therefore, a successful candidate needs to be able to communicate effectively with a diverse customer base, board members, local elected officials, media, as well as with GEPB team members, using various media outlets. Candidate must be a proven leader of great integrity with strong management, mentoring and team building experience. Candidate must have strong business acumen reflecting the candidate’s ability to grasp complex electric power, cable television, and broadband services industries’ general business practices and their impact on the community.

The candidate must demonstrate an ability to lead the strategic planning, risk management, operational, engineering technology, customer service, and financial planning initiatives and functions required in a multiple product municipal distribution system. A firm grasp of the evolving political, legislative, and regulatory challenges facing all of these disciplines is critical. Demonstrated progressive career advancement at the senior management level in the electric utility industry is required. An understanding, respect, and passion to preserve the public power principles and business model is required.

A successful candidate will have excellent people skills and represent GEPB well in the community and shall be an active participant in Glasgow-based service clubs and other organizations working to further develop Glasgow and its economy. All candidates should be qualified for the position through education, and preferably state licensing, as a Civil Engineer, Electrical Engineer, Mechanical Engineer, or Accountant. A Master’s degree is preferred and a Bachelor’s degree (or appropriate level of experience adjudged to be equivalent thereto) is required. An understanding of governance, the Kentucky Little TVA Act, and the CEO-Board relationship is highly desirable.

  • High School Diploma and college degree in Civil, Electrical or Mechanical Engineering or Accounting with licensure to perform same in Kentucky.    
  • Ability to organize large amounts of data and perform in a detail-oriented setting, within the confines of an extremely structured time frame.  
  • Ability to meet and work with all types of people and maintain a pleasant personality.  
  • Possess detailed knowledge of all services delivered via EPB networks, including electric power, cable television, and internet. 
  • Ability to prepare reports and correspondence. 
  • Ability to establish and maintain effective working relationships with the general public and employees. 
  • Ability to constantly improve all measurable performance of EPB.
  • PE or CPA certification
