Job Description

ICLs Trusted and Interoperable Systems and Architecture Division is looking for a technical business analyst with 3+ years of experience. Primary duties include documenting and communicating summarized and detailed information related to Medicaid business processes, technical system functionality including use cases and scenarios, data flows, and data formats. The ideal candidate enjoys analytical challenges, compiling information from multiple sources, analyzing and developing summary findings for other team members, and would like to work in a cutting-edge research software development environment.
The project is based in the Centergy Building at 75 Fifth Street NW Atlanta, on the Georgia Tech campus.

Job Duties:
The primary work assignment would be as a business analyst for Government projects serving the Justice, Public Safety, Health, and DOD Command and Control (C2) communities. Projects focus on secure sharing of information between state, local, and federal agency information systems, focusing on standards development and information sharing systems and tools. Each agency we work with is autonomous and has a unique architecture and legacy infrastructure. GTRI serves as the principal architect and integrator and provides technical guidance to numerous agencies and contractors.

Education & Length of Experience

Research Engineer/Scientist/Technologist/Associate I

  • A Bachelor's degree from an accredited university.

Research Engineer/Scientist/Technologist/Associate II

  • A Masters degree from an accredited university and three (3) years of relevant full-time experience after completion of that degree,
  • A Masters degree from an accredited university and five (5) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree from an accredited university.

Required Minimum Qualifications

  • Demonstrates ability to quickly (and proficiently) gather, understand and summarize new information.
  • Strong written, verbal and presentation skills and the ability to work well in a team environment are necessary.
  • Possess excellent organizational skills and attention to detail
  • Ability to work independently as well as part of a project team, with multiple communication channels
  • Ability to develop and deliver presentations and written deliverables
  • Ability to analyze documentation on relevant regulatory programs (either from the federal register or summary documentation)
  • Excellent communication skills
  • Ability to understand complex enterprise systems environments, and develop detailed technical requirements and supporting technical design documentation.
  • Work with the product development team to clearly communicate and anticipate risks/issues during all phases of the project.
  • Ability to create and maintain the highest levels of confidentiality when dealing with proprietary or private information.

Preferred Qualifications

  • A degree in computer science, industrial engineering or information science
  • Experience with data analysis, design, software development, and implementation of complex applications.
  • Experience with data modeling, relational databases, NoSQL databases
  • Experience with Medicaid Management Information Systems, Health IT standards, policies, and best practices is a strong plus.
  • Experience with requirements management/systems engineering, technical/data standards, interoperability
  • Working knowledge of Medicaid/healthcare/MMIS/clinical common operating procedures, protocols, policies, and workflows.
  • Experience with full-lifecycle implementation and systems integration in the healthcare domain
  • Experience with healthcare technology standards (EDI, FHIR, C-CDA, OMOP, HL7 v2)
  • Technical understanding of RESTful APIs and Web Services

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Candidates must be able to obtain and maintain an active security clearance.
