Technical Training and Development Specialist

We have an opening for a Technical Training and Development Specialist to help drive the enhancement of the Weapons and Complex Integration (WCI) directorate training program using current training technology and online training theory and practice. You will work within regulatory requirements and operational demand, use your extensive instructional systems design experience and technical aptitude to conduct needs and task analyses on technical positions, and design, develop and implement courses and curricula for Laboratory employees working in or supporting high-risk environments. This position's primary mission will be in support of the WCI Operations Program, and will also support Joint Livermore Operations Nevada training and WCI programmatic training as needed. Travel occasionally required.

 In this role you will

  • Execute a systematic approach to training, including independently conducting gap/job analyses, designing, and developing curricula, and implementing and evaluating its effectiveness.
  • Interpret regulations with subject matter experts and determine organizational training needs to ensure compliance with DOE, OSHA, RCRA, DOT and other applicable Federal codes & standards, as well as LLNL requirements.
  • Partner with subject matter experts and management and participating in  high-level reviews and assessments to ensure alignment between the technical training program elements and organizational strategies and needs.
  • Design, develop, and produce training curricula and examinations using a spectrum of instructional methods and media, including print, video, instructor-led, and/or multi-media/online.
  • Review and evaluate third-party vendors and their training materials to ensure compliance with operational and regulatory requirements, and recommend for use.
  • Evaluate the results of performance tests and assessments and plan approved corrective actions.
  • Facilitate or deliver technical training as required via online, OJT, classroom, or virtual means.
  • Facilitate operational drills and perform controller/evaluator drill functions.
  • Promote and support plans to promote diversity, equity, and inclusion within the program.
  • Perform other duties as assigned.

Additional job responsibilities at the H04.4 Level 

  • Develop, oversee, implement, and lead the online learning effort within the WCI Training Team. 
  • Serve as an innovative resource to the training teams supporting the various WCI organizations, identifying appropriate processes and tools, including the WCI help-desk. - Research new training technology, establishing standards in tool usage and the use of templates, production and quality control processes, management of media development space, and procurement of technology
  • Coach others in effective online training practices and serve as a knowledge leader on the most current industry technology helping establish team direction.
  • Develop and implement plans to promote culture, diversity, equity and inclusion.

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Education, Organization Development, Training  and Development, Instructional Design Technologies, or equivalent combination of education and related experience.
  • Advanced knowledge and experience evaluating training needs, and designing, developing, and systematically implementing training solutions.
  • Knowledge of and experience in applying learning, training, and development theories and training technologies through instruction and coaching others through multimedia and virtual means as well as classroom and OJT methods.
  • Experience using various computer software applications and multimedia tools for training and development with an emphasis in online training.
  • Analytical, decision-making and project planning skills.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to interact with others and to work both independently and as part of a team.
  • Demonstrated ability/commitment to valuing diversity, equity, and inclusion principles in the workplace.

Additional qualifications at the H04.4 Level

  • Significant knowledge and experience in media acquisition and tool use, and online training development and implementation.
  • Experience leading integrated training development projects, business activities and teams.
  • Experience identifying problems and applying creative solutions and developing training with organization-wide impact.
  • Demonstrated experience implementing plans that promote and value diversity, equity and inclusion principles in the workplace.

Qualifications We Desire

  • Master's degree in instructional technology and/or Bachelor's degree in a technical subject.
  • Experience designing and developing training programs in a regulated environment.
  • Familiarity with DOE Nuclear Facility, ES&H, and RCRA requirements.
  • Experience designing and developing large scale interactive online training courses complete with video, audio, skill-based interaction and examination processes, 3D modeling, and other media elements.
  • Training development experience for off-normal or emergency response situations.
