Tomohawk Engineering Services Program Manager

The Tomahawk Engineering Services PM will have responsibility for the manufacture of new Mid-Body Range Safety Systems and Engineering Support Services. The Program Manager is responsible for the proposal, negotiation, award, and overall management of the Tomahawk Programs for the US Navy. This PM will coordinate all activities necessary to maintain excellence in manufacturing the Nations weapon of choice. The PM will work collaboratively with operations, supply chain, finance, quality and engineering to ensure customer satisfaction and ultimately the warfighter needs. The PM is responsible for the cost, schedule, and financial metrics of production and warranty contracts. This role requires prior direct experience in program management and a DoD Secret clearance. The desired candidate is a strong leader, experienced working in an SAP environment, excellent communication and customer skills, experienced in reporting and presenting to Senior Level Management, and a strong financial acumen with experience at the business unit level. Additional responsibilities include:

  • Lead the MRSS team to meet cost, schedule and quality goals
  • Establish/review metrics, define tasks, provide direction and prioritize activities
  • Develop/maintain schedules and resourcing plans to manage cost and schedule
  • Manage allocated NBI budget and provide monthly and quarterly update slides as needed.
  • Identify problems that can significantly impact the program. Determine best course of action to resolve issues maintaining product quality with proper consideration of cost and schedule.
  • Participate in maintaining budget position, reduction of program costs and obtaining government consideration when appropriate.


    Required skills:
  • 10 years of experience; preferably with progressive program management or related production experience.
  • Direct experience with suppliers and supply chain management.
  • Experience with Risk and Opportunity boards and Line of Balance activities.
  • Strong technical background.
  • Experience in working with customers and professionally representing the company in the customer community.
  • Display ability to develop, communicate, implement tactical plans and develop strategies for future development
  • Ability to foster collaboration between functional organizations and affect integrated solutions, with experience working in a matrix construct.
  • Keep team members focused on schedule milestones and objectives and must motivate the program teams to develop cost effective, customer-oriented solutions and approaches
  • Available to travel domestically and internationally.
  • Active DOD Secret security clearance.
Required Education:
  • Bachelors degree. Preferably in a STEM field; Engineering, Physics, Applied Mathematics or related degrees.
  • Masters degree desired.

Desired skills:
  • Raytheon Six Sigma Specialist
  • Certified or ability to obtain RTN Program Manager Level 5 certification or higher within 12 months.
  • Highly effective communication and writing skills.
  • Demonstrated success developing and/or communicating a program strategy, communicating and inspiring engagement on a vision, and developing employees.
  • Strong interpersonal skills especially in team building/maintenance and customer relationships.
  • Knowledge of Integrated Product Development tools and processes.
  • Background in program planning and successful implementation.
  • Experience with material forecasting.
  • Knowledge of financial processes (Estimate At Completion).
  • Earned Value Management System (EVMS) certified with an emphasis on variance analysis.
  • Experience in leading a team virtually or at other plant site locations.


This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
