Job Description

The Georgia Tech Research Institute (GTRI) in Smyrna, GA is looking for a leader for the Undersea Systems Program Office (USPO) in SEAL's Intelligence, Surveillance, and Reconnaissance Division (ISRD). The Undersea Systems Program Office Lead is expected to continue to support and grow GTRI-ISRDs sea surface and undersea systems work for the Department of Defense, university-affiliated research centers (UARCs), federally-funded research development centers (FFRDCs), and industry.

As the supervisor for a small, but quickly growing research group, the USPO lead will have the opportunity to execute technical work, while helping to grow GTRIs experience and reputation in the undersea domain. With projects requiring experience in signal processing, autonomy, machine learning, radar, sonar, and more, the USPO lead will have the opportunity to expand their skills set while learning from and relying on the diverse backgrounds and experiences of the researchers in the program office.

Job Duties

The USPO Lead will have three main areas of responsibility:

Technical Work

  • The USPO Lead is expected to spend a majority of their time on technical work and will participate in the execution of multiple simultaneous projects.
  • The USPO Lead will perform as technical project manager for programs within the program office or division.
  • Technical responsibilities include:
    • attending technical meetings,
    • completing technical tasks,
    • collaborating with colleagues, and
    • presenting research results to the technical team and technical sponsors. 

USPO Leadership

  • The USPO Lead will take responsibility for the eight researchers currently in USPO, and will take the lead on interviewing and hiring new researchers into the program office.
  • The USPO Lead will provide direct supervision, mentorship, talent acquisition, and compliance management to the team.
  • Additionally, the USPO Lead is expected to set technical direction on projects, both direct and support proposals for new business, and mentor the USPO staff.
  • The USPO Lead will be expected to create a positive and effective work environment. He/she will be expected to manage, track, and oversee all activities of the employees supporting this program office to enable each staff member to perform at their highest potential.
  • The USPO Lead will work with ISR Division management and USPO project directors to determine project tasking assignments that ensure projects are achieving their technical, schedule, and cost goals.

Business Development

  • The ideal candidate will be expected to develop relationships with current and potential customers, contribute to white papers and proposals, and set technical direction in all domains.
  • Additionally, the USPO Lead will oversee business development efforts, including seeking opportunities and providing both financial management and resource allocation.

Travel Requirements

10% - 25% travel

Education & Length of Experience

Senior Research Engineer/Scientist

  • A Masters degree in Electrical Engineering, Mechanical Engineering, Physics, Oceanography, or a related field of study and seven (7) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Electrical Engineering, Mechanical Engineering, Physics, Oceanography, or a related field of study and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Electrical Engineering, Mechanical Engineering, Physics, Oceanography, or a related field of study and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist

  • A Masters degree in Electrical Engineering, Mechanical Engineering, Physics, Oceanography, or a related field of study and eleven (11) years of relevant full-time experience, or
  • A Doctoral degree in Electrical Engineering, Mechanical Engineering, Physics, Oceanography, or a related field of study and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

  • Four or more years experience directly related to projects, customers, or personnel associated with this program office and will have strong problem-solving skills with the ability to develop creative solutions to complex technical and managerial problems.
  • Be able to demonstrate undersea domain expertise to support the analysis, design, development, testing, integration, and deployment of new concepts and capabilities.
  • An established track record as a successful engineer or scientist and demonstrated skills in technical leadership.
  • Established performance as a successful engineer or scientist with demonstrated skills in technical leadership
  • Demonstrated mastery as a Project Director, experienced with processes and procedures for project management
  • Demonstrated mastery of applying vision and experience to pursue new business in the areas of undersea and sea surface systems, with a focus in the ISR division mission area of advanced signal processing for RF sensors
  • Demonstrated supervisory skills to effectively evaluate employee performance, communicate areas of strength and weakness to employees, aid in employee career development, and serve as a mentor in the division

Preferred Qualifications

  • Active DoD security clearance (or equivalent) at the TS/SCI level
  • Awareness of Navy organizations, acquisition processes, and Research & Development efforts
  • Experience in algorithm development, autonomous systems, and signal processing

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
